On The New Agricultural Operators' Mechanism In Cultivating New Professional Farmers

The 19 th National Congress of the Communist Party of China proposed that "adhering to the priority development of agriculture and rural areas" and "the implementation of the strategies for rural revitalization." To achieve this goal,it is necessary to build a new professional farmers' team and develop new agricultural operators.The study is guided by the socialist ideology of Chinese characteristics in the new era of Xi Jinping,adhering to the idea of the “people-oriented”,conducting research of the new agricultural operators' mechanism in cultivating new professional farmers.This study systematically summarized the experiences of new agricultural operator at home and abroad to cultivate new professional farmers,confirming the existence of intrinsic logic between interdependence and mutual improvement.The development of new agricultural operator will expand the scale of new professional farmers.According to relevant documents of the State Council and the Department of Agriculture,the new agricultural operators in China include family farms,professional cooperation and leading agricultural enterprises.The new professional farmers are divided into three types: production,service,and operation.This study took Zunhua,a pilot city for the cultivation of new professional farmers in Hebei Province as the sample.By visiting to Bureau of Agriculture and Agricultural Technology Promotion Center and other departments in Zunhua,this study analyzed the development of the city's agricultural economy,the development of new agricultural operator and the cultivation of new professional farmers.On this basis,10 family farms,10 professional cooperation and 5 leading agricultural enterprises were selected to conduct in-depth interview to explore the mechanism of new agricultural operator in cultivating new professional farmers,clarifying the changes of new professional farmers and putting forward specific measures of new agricultural operator in cultivating new professional farmers.This study confirmed that the cultivation of new professional farmers on family farms is mainly accomplished through one-way assimilation,two-way assimilation,and multiple assimilation.Professional cooperation mainly cultivates new professional farmers through industrial differentiation and occupation differentiation,and provide differentiated environment and differentiated power for traditional farmers.Leading agricultural enterprises have intrinsic and extrinsic mechanisms,which can promote the related personnel in knowledge enhancement,skills upgrading,ability increase,emotional changes and behavior improvement,makes them gradually become new professional farmers.In this study,it is proposed to expand the scale of new agricultural operation,expanding the number of new professional farmers;improving the scientific and technological level of new agricultural operation,promoting the cultivating quality of new professional farmers;increasing the benefits of new agricultural operator,strengthening the emotion of new professional farmers;enrich the business status of new agricultural operator,improving the new professional farmers' behaviors;exerting the main functions of the new agricultural operator,enriching the cultivating form of new professional farmers,so as to realize the integration of “two new” parallelled and “two new” integrated development.
