With the upgrading of the output structure,the employment structure will also escalate,and the upgrading of the employment structure will in turn have a positive impact on the output value structure.Under ideal conditions,such interaction between the two is smooth and timely.At that time,the two have achieved coordinated development.However,in real life,the upgrading of the employment structure lags behind changes in the structure of output value and slows down the pace of upgrading the output structure.This article intends to explore the coordinated development of the output value structure and employment structure of the tertiary industry in Henan Province by reviewing and researching relevant theories,combining the evolution process and trends of the two,and finally proposing a policy that can promote the long-term stable development of the two industries.The proposal is to achieve a highly optimized and coordinated development of the tertiary industry's output structure and employment structure in order to achieve social stability and sustainable economic development.Therefore,from the perspective of subdividing the tertiary industry in Henan Province into four levels: the circulation department,the service department for production and living,and the improvement of the quality of residents.The department that serves science and culture,and the department that serves the public needs.In order to explore the coordination in Henan Province,this paper uses the quantitative analysis of relevant indicators(correlation,structural deviation,employment flexibility,relative labor productivity)to derive the third industry of Henan Province.The employment structure lags behind the structure of output value.The coordination between the two is not high,and coordinated development has not been achieved.After that,using the Moore structure value and the grey relational degree to analyze the time structure of the employment structure and output structure of the tertiary industry in Henan Province,it is verified that the employment structure of the tertiary industry in Henan Province is indeed behind the output value structure,and the calculations are between the two.Thelag period is four years.After that,based on the results of empirical analysis,the causes of the backwardness of the internal employment structure of the tertiary industry in Henan Province were analyzed from two levels.The first is that the factors of certain output structure itself cannot result in the timely and effective transmission of the changes to the employment structure;secondly,the factors that directly affect the employment structure restrict the change of the employment structure will lag behind the change of the output value structure.Finally,we propose policy recommendations from the optimization of the output value structure and the optimization of the internal labor structure to achieve the coordinated development of the output structure and employment structure of the tertiary industry in Henan Province.
