Policy Research On Population Space Distribution Optimization In Heilongjiang Province

Since 2010,under the background of "the plan of the nation's main functional zones" has been approved in principle and the construction of a population-balanced society has become the goal of the new policy in the field of population management,at the request of "the 13th Five-year Plan for Revitalizing the Northeast China",Heilongjiang The spatial distribution of the province's population showed an optimized trend.The spatial distribution of population and gradual coordination of the economic scale and the carrying capacity of resources and environment have greatly promoted the sustainable development of the province.However,the relevant policies that play an important role in optimizing the spatial distribution of population,such as the ecological immigration policy,the personnel policy,the household registration policy and the employment policy,make the spatial distribution of population in Heilongjiang Province take the economic agglomeration as the main feature,Not in a state of optimization.Therefore,the analysis of Heilongjiang Province population spatial distribution optimization policy,improve the relevant policies to achieve the optimal pattern of spatial distribution of population in Heilongjiang Province,to promote the rational migration of population,create favorable policy support and institutional environment,to achieve population efficiency,ecological benefits,It is of great significance for economic benefits and social benefits to be maximized to comply with changes in the situation and the requirements of the times.In order to more effectively form the spatial distribution optimization pattern of population in Heilongjiang Province,the research methods of theoretical analysis and empirical analysis,qualitative analysis and quantitative analysis combined with horizontal and vertical comparison are adopted.Based on the policy regulation theory,government analysis theory,Based on the appropriate population theory,this paper defines and optimizes the population distribution of population,the measure of population spatial distribution optimization and the population spatial distribution policy and its effect on the population spatial distribution optimization.By using the existing research model,Distribution and optimization of the situation of Heilongjiang Province,the results show that the spatial distribution of population in Heilongjiang Province is not balanced and the spatial distribution of population is not optimized.Through the classification of the specific content of the existing population spatial distribution policy,from the perspective of policy content and process,this paper analyzes the ecological immigration policies,human resources policies,household registration policies and employment policies and finds that there is a low degree of democratization of ecological immigration policies,The reasons for the problems mainly lie in the imperfect channels for citizens to participate in the ecological immigration policy,the incomplete supporting mechanisms for the personnel policies and the insufficiency of the effectiveness of the main body of the household registration policies.The employment training system is not perfect sound.To sort through the policy experiences of promoting spatial distribution optimization of population in Tokyo,Japan,Santa Clara County,United Kingdom,Devon,England,and Jilin Province,Shandong Province,and Hunan Province;to draw lessons from the actual situation in Heilongjiang Province and propose improvement of citizen participation.The channels for the process of ecological immigration policy,the supporting mechanisms for sound human resources policies,the strengthening of the effectiveness of the main activities of household registration policies,and the establishment of a sound employment training system.
