Research On Employment Of Land-Lost Peasants In QianGuo County,Jilin Province

With the acceleration of the urbanization,many collective lands are expropriated,which has led to the farmer lost their farmland and became Land-lost farmers.As land-lost farmers quantity increases every year,this group became unemployed and employment problem,thus led to social instability,resulting in a critical challenge of local economic and social development.To implement the strategy of rural rejuvenation,the issue of agriculture and rural peasants is the fundamental problem concerning the national economy and people's livelihood.We must always address the issues concerning agriculture,rural areas and farmers as the top priority in the party's work.Promote the interrogation and development of first,second and third industry in rural areas.Support and encourage the farmers on employment and entrepreneurship.Expand channels for increasing revenue.”Said President Xi in the report at 19 th CPC national congress.Meanwhile,in 2018,the central No.1 document put forward: “Promote the transfer of rural laborers and increase the income of farmers.Improve the public employment service system covering urban and rural areas,carry out vocational skills training on a large scale,and promote the employment transfer of migrant workers through multiple channels to improve the quality of employment.In recent years,County Qianguo urbanization level is improving quickly,and economic development is on a steady uptrend,but the social problem by collective land requisition has negative impaction to sustainable economic and social development.Since The 13 th Five-Year Plan,the central government of Qianguo has been taking people's livelihoods seriously indeed,and gained many benefits at improvement of social protection and poverty.But as for the urbanization development and economy quality improvement,many collective lands are used for non-agricultural business,more farmers have lost their land and this group members quantity is increasing every year,coming after is about social protection systems of the employment,medical care,endowment,child education,which has affected the economic and social development of Qianguo County,further more even has negative effects on the development of Songyuan city and entire Jinlin Province,land-lost farmers issue has become a pending problem for Qianguo government.This article has analysis of the status quantity,layout,income of land-lost farmers based on dual economic theory,urbanization theory and social protection theory.At the same time,the author has made further investigations at the support of government departments,and summarized the status of education level,employment and consumption field of this group,I found out following 4 difficulties: First,low level of employment and income but with high pressure.Second,low overall quality of this group.Third,stereotypes and not active at employment.Fourth,missing of social protection system.By deep analysis,the causes of the problems are mainly found in the following four aspects: First,poor industry base.Second,employment information mismatch.Third,no professional training.Fourth,incomplete of social protection systems.I have review the experiences and lesson learned from development countries and submit following five proposals of solutions: First,strengthen the professional training systems.Second,governmental policy supporting of re-employment.Third,completion of social protection systems.Fourth,optimize regional industry constructor.Fifth,speed up urbanization of land-lost farmers,I hope this article is able to provide experience solutions for the problem of employment of land-lost farmers to Qianguo County.
