Study On The Problems And Countermeasures Of The Policy Implementation Of Land-lost Peasants Employment Promotion In Wanchun Town

With the rapid development of China’s economy and society,along with the continuous acceleration of the urbanization process,a large number of rural land has been expropriated,resulting in the loss of land for a considerable number of peasants around the cities.The land-lost peasants group,as a rapidly expanding vulnerable group,it is in urgent need of help and support from the state and society in Social Security,employment,medical treatment and housing placement,among which the problem of employment is of particular concern to the land-lost peasants.It is an important reflection of the government’s public function to solve the problem of "eating food" and provide employment service to the land-lost peasants.This paper focuses on the investigation and study of the implementation of the policies on Employment Promotion of land-lost peasants in Wanchun Town,and analyzes the theories of industrial evolution,John Rawls’ s social equity theory and the theories related to policy implementation,combining the data of theoretical analysis and statistical analysis,the aim is to find the ways and means to improve the employment promotion policy of land-lost peasants.This paper first makes an empirical analysis of the Employment Situation of land-lost peasants in Wanchun town and the influencing factors,then analyzes the problems in the implementation of the policy,and finally combines the actual situation of industrial transformation in Wanchun town,this paper puts forward some suggestions on improving the implementation measures of the Employment Promotion Policy for land-lost peasants in order to contribute to the employment of land-lost peasants in Wanchun Town.The main research conclusion of this paper: The author suggests that the employment rate of land-lost peasants should be raised from three aspects: optimizing policy implementation measures,perfecting policy impleme ntation mechanism,promoting development and improving employment environment,improving the effect of Employment Policy Implementation: First,improve the scientific content of the implementation measures,stimulate the initiative of the target group employment,optimize the land-lost peasants Entrepreneurial Support Policy;The second is to improve the overall quality of policy implementers,establish and improve the employment security mechanism,establish and improve the supervision and reward and punis hment mechanism;Third,we will vigorously develop the tertiary sector of the economy,boost the development of the rural collective economy,and encourage land acquisition enterprises to play a role in promoting employment.
