Equilibrium:the Third Possibility Of Professional Social Work Embedded In Government-led Social Work

At present,there are two viewpoints in the discussion of the relationship between professional social work and government-led social work.The first view is that social work actively embeds in government-led social work to achieve "professional"development,which is called the first possibility of social work development by the author.And the second possibility is that this kind of embedding causes social work to be absorbed by the administration,that is the "administrative" tendency.Based on the comparison of the advantages and disadvantages of the two possible paths,the author believes that in the first possibility,social work cannot avoid resource dependence,lose of professional autonomy and the danger of deviating from the mission.However,the tendency of administration cannot escape from above-mentioned dangers.In such a difficult situation,the author used the Shenzhen P-community service center as a case,through investigation and study,on the basis of exploring the relationship between social workers in the community service center and community administrative power,the author proposed the third possible development of social work,namely the equilibrium relationship.This equilibrium relationship is mainly manifested in the following aspects:Firstly,the autonomy,negotiation and cooperation of service provision.Secondly,the standardization and institutionalization of service management.thirdly,the science and appropriateness of service supervision.Furthermore,the author proposes the conditions for equilibrium relationship,that is,the agreement between the goals of professional social work and government-led social work,the strategic micro-interaction,the favorable development of the local social work,and the institutional environment supporting the development of social work.These four conditions are the basic conditions for realizing the balance between professional social work and government-led social work.However,the author also suggest that equilibrium is not easy to achieve,and it has many interference factors.At the same time,this equilibrium is fragile and easily destroyed because of the inequality of the status,resources and power of the two parties.Moreover,this equilibrium is also unstable because it is a dynamic process,not a static one.Finally,the author believes that this kind of equilibrium is a long-term state that the Because of the institutional environment and resource constraints in China,it is difficult for social work to separate from existing administrative systems.
