The Deviations And The Corrections On The Implementation Of Vocational College-enterprise Cooperation Policies

Nowadays vocational education has become an essential part of talents' training in China.And it has played a more and more important role in the development of social economy.In order to improve the quality of talents,vocational education needs a large number of mature technical trainings which are the best ways to realize the college-enterprise cooperation.Therefore,the state and local governments formulate the vocational educational college-enterprise cooperation policies in hopes to develop the close connections between the vocational colleges and the enterprises.While there are some problems in the implementation of the recent vocational educational college-enterprise cooperation policies,especially some deviations.For the sake of clarifying the situation where are the deviations on the implementation of the collegeenterprise cooperation policies in Liaoning province,this paper takes four vocational colleges in this region as examples to make an investigation.Then we try to analyze the deviations,and wish to provide some useful suggestions to correct them.The overall paper is divided into four parts:At the beginning,the paper shows that there are currently four deviations on the implementation of the college-enterprise cooperation policies.They are the perfunctory deviation,the alternative deviation,selective deviation and additional deviation.These four deviations affect the cooperational effect and the implementation of the goals of the vocational policies.The next part is the analysis of the deviations.We find that there are four main factors: policy itself,the structure of the policy,the target of the policy and the circumstance of the policy.These factors mix together,affect each other and finally lead to the deviations of the policies' implementation.Then we compare some typical vocational colleges with the four vocational colleges in Liaoning province.Their successful experiences can give us some ideas to develop our research.In this paper,we consider “Two Element System” in German and “Apprenticeship System” in U.K.as the foreign examples.Back to domestic colleges,we focus our attention on Shenzhen Polytechnic and Ningbo Polytechnic to absorb their useful experiences.At last we analyze the existing problems in the four vocational colleges in Liaoning province,and attempt to correct these deviations with the national and foreign experiences.These advices are as following: to enhance the science of cooperation policies;to reconstruct the system of college-enterprise cooperation policies;to encourage the mutual cooperation and to improve the social ecology of the cooperation.All in all,we wish we can carry out the college-enterprise cooperation policies efficiently.
