The comprehensive evaluation of the quality of normal high school education is an important part of secondary education reform.It is closely related to the development of education and the cultivation of talents,which plays an irreplaceable role in promoting quality education and the overall development of young students.The high school stage that can determine the fate of students is an important stage for students’ development.However,faced with the extremely huge pressure from the college entrance examination,both schools and parents are using scores to evaluate the quality of students and the quality of teaching in schools.Obviously,evaluating a school and a student by score alone is unscientific and incomplete.Thus,a student-oriented,scientific school evaluation index system to evaluate each school and every student should be established.The scientific evaluation index system can not only scientifically evaluate schools and students,but also provide scientific decision-making basis for formulating education policies,strengthening teaching management,and improving the quality of education.In order to formulate a scientific quality evaluation index system for normal high schools,the study adheres to the laws of physical and mental development of students along with the laws of education and teaching.Based on the indicator framework of the Ministry of Education,the goal is to achieve comprehensive evaluation of regional education quality,starting from the connotation analysis of quality concepts.The relevant factors were extracted from the educational quality survey results and related literature information over the years,and the advanced experiences of relevant educational quality assessment projects at home and abroad were used for reference,and they were gradually summarized and continuously clustered.A whole set of developmental quality evaluation index system for regional high schools was initially designed under the guidance of value-added evaluation concepts:4 primary indicators:student development,student growth,school management and school development,14 secondary indicators,and 38 tertiary indicators.Experts and teachers verified the rationality of the primary and secondary indicators,and then this study conducted a questionnaire survey on the importance of the tertiary indicators,used the SPSS 22.0 to carry out the layered exploratory factor analysis on the questionnaire results,screened the indicators,and finally determined 34 Level indicator.The index weights in this study were determined by experienced experts and teachers.Afterwards,a comprehensive evaluation index system with regional characteristics for high school education quality that conforms to the actual development of regional education was formed.Finally,the evaluation index system in this study is summarized and reflected thoughtfully.Because there are some limitations in the implementation of the research process,there may be imperfections in the construction of this index system.Future studies can be improved with the reference of this study.
