Originated in western countries,the government's purchase of social public services is an important way for the government to fulfill its service functions.By separating the“producer”role of the government's in social public service from the“provider” role,the quality and efficiency of social public service will be improved.As China enters a new era of socialism,the rapid economic development has a large demand for skilled talents,and the quasi-public product attributes of secondary vocational education determine that the government can adopt the method of purchasing “dual-qualified” teachers to provide high-quality education services to the public.The significance of “dual-qualified” teachers in secondary vocational schools for the development of secondary vocational education,the transformation of enterprises' demand for talents and changes in government responsibilities have all required the government to use purchase methods to expand the "dual-qualified" teaching staff in secondary vocational schools and improve the quality of "dual-qualified" teacher services.This research study the existing and possible problems of the government ' s purchase of "dual-qualified" teachers in secondary vocational schools with questionnaires and interviews.The results show that the insufficient of"dual-qualified" teachers in secondary vocational education,vague public understands and imperfect purchase models have hindered the government from purchasing the service of "dual-qualified" teachers in the secondary school.In order to build a "dual-qualified" faculty team in secondary vocational schools,this study has proposed four aspects in terms of teacher training and introduction mechanisms,policy advocacy and public opinion,establishing models and improving processes,integration of production and education,and school-enterprise cooperation.Countermeasures and suggestions.The implementation of the government's policy of purchasing “dual-professional” teacher service in secondary vocational schools is a gradual process that requires constant adjustment and improvement in the process,and ultimately serves the purpose of providing quality education services to thesociety.
