Entering the 21st century,as the focus of higher education,the teaching reform at universities has encountered bottlenecks in the implementation process and the expected improvement of undergraduate education quality has not been achieved.In 2018,the "Opinions of the Central Committee of the Communist Party of China on Comprehensively Deepening the Reform and Development of the Teaching Staff in the New Era" proposed to strengthen the construction of shared communities for study such as teaching and research institutes to improve the quality of college teachers and promote connotative development of the higher education.It emphasizes the important role of teaching organizations at primary levels such as college teaching and research departments in improving the teaching quality and quality of the higher education.How to understand the relationship between teaching organizations at primary levels and the development of teaching is the focus of this research.This research starts from the perspective of organizational theory to analyze the organizational factors behind the construction of college teaching organizations at primary levels,and explores the relationship between organizational development and individual development.The author has selected Z University,a local undergraduate university,as an example,and has adopted interviews and case study as research methods.The construction of basic teaching organizations and the development of teachers' teaching in local universities have been analyzed based on the organizational culture theory and the organizational support theory.Through field data collection and analysis,this research proposes the following major findings and conclusions:First of all,the cultural atmosphere in basic teaching organizations has cast great influences on views and values as well as teaching activities of teachers.It determines the direction and results of this organization's development to a large extent and is the soul of the development of basic teaching organizations.Secondly,the emotional and instrumental supports from leaders of the institutions and persons in charge of the organizations during the development of basic teaching organizations is a main factor that enables the organizations' sound development.The "supportive"environment and mutual support between members of the organization is a strong guarantee for effectiveness in completing teaching tasks.Thirdly,the improvement of basic teaching organizations and the development of teachers' teaching are interdependent on each other.They interact with and are complementary to each other.Last but not the least,based on the organizational culture theory and the organizational support theory,this study puts forward a number of suggestions for the construction of basic teaching organizations and the development of teachers'teaching at colleges and universities.Effective ways to improve the development of basic teaching organizations and teaching quality may be to stress the construction of organizational culture and the role of organizational support,as well as establishing a symbiosis relationship between basic teaching organizations and teachers' teaching development.
