Adhering to law-based country,law-based administration,and law-based school is a strategic new deployment for the overall law-based country in the fourth plenary session of the 18th CPC central committee.As the concrete implementation of rule of law at the school level,law-based school is the specific requirement for implementing law-based country and building law-based government in the field of education.The ministry of education issued the outline of implementing law-based education(2016-2020),which clearly stated that the goal of the modernization of education will be basically achieved by 2020.In order to achieve this goal as soon as possible,a reasonable evaluation of law-based school is a practical need to promote its construction and speed up the construction of modern school system.The rational establishment of a scientific evaluation index system and evaluation standard for law-based school has become an important technical tool for advancing the modernization of education governance systems and governance capabilities.Commissioned by the Ministry of Education's Policy and Regulations Department,the Governance Research Center of the Central China Normal University undertakes the task of"National Evaluation Standards for Schools Managed by law".After collecting the relevant data,the author found that the research on the evaluation index system of law-based school is very scarce in theory and its unsatisfactory application effect and its less innovation are exposed in practice.Considering law-based school is inseparable from law-based administration,it founds the experience of evaluation system for law-based administration to provide theoretical and operational reference to the rational construction of the evaluation system of law-based school.This becomes the original intention of the paper.The author collects a large amount of information through the literature method.On the basis of finding out the status and problems of the evaluation system of law-based school,the author makes a comparison between the evaluation index system of law-based school and law-based administration which has been applied in practice from the point of view of the construction of the system and analyzes evaluation concepts which includes purposes of design,foundation and value orientation.It also focuses on the contents and methods.It discovers some problems in the process of comparison.In view of these problems,the author analyses its causes,not only points out a few relations that should be paid attention to perfect the evaluation system,but also has put forward other four suggestions to support its construction of a reasonable evaluation system of law-based school and two advice for law-based administration.
