Research On Risk Management Of PPP Construction Project In Vocational Education Park

Nowadays,the construction of the higher occupational college educational park and the related occupational education park,which mainly constructed by the government,have the below problems: such as fuzzy management mechanism,improper use of funds,long construction period,low utilization rate.On the basis of both resources interests sharing and responsibility risk sharing,the PPP model,which is a new type of cooperative relationship,advocates the joint efforts of governments,enterprises,and higher occupational colleges,therefore achieves a 1+1+1>3 the most optimized project model.The model provides a new and effective solution to the series of existing problems in the higher occupational colleges educational park.First,the thesis takes the project ‘Zengcheng occupational college educational park phase III as the example.In the combination of the successful domestic and abroad practice of public infrastructure construction projects,it concludes that the key factors for the success of the PPP project in the higher occupational college education park include: a favorable legal framework;appropriate risk allocations;sharing of rights and obligations between public and private department;reasonable incentives mechanism;effective project management.Among these factors,the design of management incentives mechanism and the management of project construction are more important.As the most important part of traditional project management,project construction management is self-explanatory,and once the incentive mechanism is formed,it will exert internal motivation for the development of occupational education parks,making them in a good state of operation,and then affecting the survival and development of the entire park.Secondly,it proposes the relevant suggestions,including:(1)construction project management of occupational and education park;(2)the creation relevant policies and legal environment as ground support by the government;(3)the Creation of independent supervision centered on public interests,the distribution mechanism of powers and responsibilities and the formation of powers and responsibilities evaluation criteria(4)Through the formulation of the distribution of powers and responsibilities and the formulation of evaluation criteria,an operating mechanism that complements the long-term incentive model and the short-term incentive model is formed to stimulate the operational cooperation among the government,enterprises,and higher vocational colleges and to achieve the goal set by the three parties.,thereby formulate the new goals to achieve a virtuous circle;(5)it requires the government,enterprises and higher occupational colleges to supervise each other's rights and responsibilities,It also requires those there parties to provide advice and give pressure to stimulate them to cooperate better.
