Research On "Paradox" Of Burden Reduction In Urban Communities And Policy Optimization

Community burden reduction is not only a specific measure introduced by the CPC Central Committee,but also an important way to promote grassroots governance and an important content to promote the harmonious development of communities.Taking the implementation of community burden reduction policies in recent years as the macro background and Y community as the case study object,this paper focuses on two questions: First,what achievements have been made in community burden reduction under the background of the implementation of community burden reduction policies? Second,how to further optimize relevant policies for the problems of community burden reduction?According to research findings,Good results have been achieved in the policy of community burden reduction.But for community workers,there is a tendency to lose more and more weight.The community burden reduction policy has failed to effectively target the actual needs of community workers for a long time,the pressure of community workers is still at a high level,the effect of burden reduction is "relative",and the conclusion is contradictory,that is,there is a "paradox" in the grass-roots practice of community burden reduction policy.Therefore,the study believes that the executive factors of the "paradox" of community burden reduction are the continuous pressure of administrative affairs and the continuous restriction of the executive subject.The group factors are the pressure of multiple roles,the prominent contradiction of group ability and the relative insufficiency of group security.The systematic factors are the residents' autonomy aphasia again,the absence of professional burden reduction force and the limitation of community resource link.On the basis of the original community burden reduction policy,it is proposed that we should pay attention to the demands of community workers,further strengthen the execution ability of executing subjects,promote the specialization and professionalization of community workers and optimize their allocation,stimulate the vitality of residents' participation,create a space for social work participation and optimize the allocation of community resources.
