Study On Spillover Effects Of Universities's Innovation Resource Gather On Reginal Innovation

Universities are not only the important scientific research body but also gathering rich innovation resources.It is necessary to study the relationship of universities' innovation resources gathering and regional innovation in the context of supply-side reform,which can better optimize the allocation of innovative resources in universities and regions and improve the efficiency of comprehensive innovation.The paper first analyzed the current situation of universities' innovation resources' gathering level and every provinces'innovation efficiency,then considering the environmental factors,introducing the geographical distance weight matrix,made an empirical analysis of spillover effects of universities' innovation resources gather on regional innovation from local and non-local two aspects.Considering resource agglomeration spillover and geographic distance is a negative relationship,to reduce the measurement error,the paper divided provinces to the eastern,middle and western region,and analyzed from the regional perspective.The results as follows:First,in 2006-2015,the universities' innovation personnel and financial resources' gathering level showed an obviously scattered trend,and the dispersion trend increased with time.In middle region,they showed an obvious stratification phenomenon.In western region,the financial resources' gathering level had been accumulating gradually since 2006,while the fluctuation of human resources' gathering level were relatively obvious and there was no obvious trend of change.Second,the regional innovation efficiency decreased successively according to the order of eastern region,western region and middle region overall.Moreover,there were a relatively large gap between provinces and cities within each region,which maybe because the regional geographic environment,the large gap of regional economic development and unbalanced resources input.Third,the effects on innovation efficiency of universities' innovation resources agglomeration were nonlinear;the overflow of accumulative effect need appropriate positive agglomeration level.The coefficient of non-local effects were far greater than other variables,and more of them were negative.It indicates that the innovation resources of the college gathering were still in a relatively closed environment,and the lack of resource sharing among colleges and universities,which failed to give full play to the overflow advantages of the innovation resources agglomeration in colleges and universities.In addition,the economic development level and education development level of environmental factors have great difference to the innovation efficiency of each region,while the industrial structure shows negative spillover effect.It shows that the imbalance of industrial structure in China has not effectively provided a strong market environment guarantee for innovation activities.
