One of the indispensable steps in achieving a balanced development of compulsory education is to achieve a balanced allocation of teachers.Therefore,having a large number of qualified and well-structured faculty members becomes an important prerequisite for improving the quality of compulsory education and achieving a balanced development of compulsory education.The most important step is to make a scientific and rational allocation of teacher that directly determines the number of teachers and indirectly affects the quality of teachers.Since the pace and level of urbanization in various regions of China are uneven,this paper is based on the regional backgrounds of "Central Regions Depression" and "Central Regions Rising " to study the problem of the allocation of county teachers in the central regions.This article takes the four counties in the central regions as the analysis object.Based on the analysis,the paper finds out the existing problems and analyzes the causes of the problems by combining the special conditions in the central region,and to provide suggestions for promoting the rationalization of teacher preparation in the primary education stage in the county.At present,there are many problems in the allocation of primary school teachers in the county of the central region,including the unbalanced configuration,the insufficient number of teachers,the untimely adjustment,and other issues.The causes of these problems have both historical legacy and new situation brought about by the development of urbanization.Changes in the school-age populations,such as population mobility and changes in childbearing policies,affect the effectiveness of teachers' allocation.The verification method is not scientific which increases the difficulty of teacher allocation.The drawbacks of the compulsory education management system exacerbate the teachers' allocation dilemma.In order to allocate teachers more scientifically and rationally,the principle of fairness,balance,and scientificity should be followed.On this basis,various measures are taken to optimize the county teacher allocation model,clarify the responsibilities of governments at all levels in the preparation of the management process,and improve the dynamic allocation mechanism of urban and rural integration in the county,and weaken the concept of preparation through multiple channels to compensate the lack of government functions.
