With Dalian city in the northeast old industrial base to achieve a comprehensive key role in the revitalization of the increasingly significant,vigorously implement the innovation driven strategy,promoting the construction of"two zones"in the context of economic development is the original source of power depends on the factor input,to rely more on human capital and technological progress,industrial development is from the primary processing trade steering,advanced and complicated labor in emerging business of high knowledge,high skilled talents need more and more.Dalian existing high-level experts and scholars or academic leaders,corporate senior management personnel,with international or national certification of professional and technical personnel shortage,especially in the financial field of high-end talent scarcity,it is difficult to meet the requirements of regional development.[11]In present,Dalian want to introduce talents immediately,especially for high-level talent.Dalian has a number of policy innovation to attract and retain high-level personnel,With the"5+22"talent policy as the main gripper,through the business environment construction,housing guaranteed,spouse and children's work and learn,public service,promote employment to provide support for high-level personnel from these aspect.However,the current effect is still not obvious,and we need to further explore a better solution.In this article,through system and mechanism innovation,establishing the high level talented person demand directory,strengthen support for high-level innovative entrepreneurial talent,refined,such as the introduction of high-level personnel service management strategy,increase high-level personnel to innovative entrepreneurship policy attraction,efforts to build"big grasp talent,talent,building business,all innovation"good atmosphere,in this paper,through the consult literature and comparative analysis,combining theory and practice of a variety of ways to explore a better guide to policy.[14]This article make an expected effect evaluation of effect of introducing talents strategy,from the talent,talent introduction policies and regulations perfect strategic position,number of high-level personnel as well as the industry in urgent need of talented person,talent introduction environment improvement in many aspects,to attract overseas expected carries on the preliminary evaluation,in order to estimate the feasibility of high-level talents strategy.
