In the era of knowledge-based economy,talent is the driving force of science and technology,and the problem of talent has become a fundamental,overall and strategic issue related to the nation and society.In this context,Anhui Province actively cultivates new talent management concepts,fully recognizing that the essence of talent management is to liberate talent.To emancipate talents,we must first emancipate our minds,eliminate the backward and decadent views on talent and talent management,and guide Anhui's talent management with advanced and scientific ideas on talent management;secondly,we should give full play to both material and spiritual incentive effects,so that the whole society can establish the concepts of emphasizing,employing,cherishing and loving talents.We should emancipate our minds and talents so as to promote the transformation of human resources into economic benefits and ultimately promote the development of scientific and technological productivity.F university are located at the junction of Henan and Anhui provinces in the northwest of Anhui Province.As far as geographic characteristics are concerned,they are marginalized,but they do not have obvious regional advantages in running universities.The introduction and cultivation of high-level talents is very important for the development of modern universities,especially for F university,which are located in non-provincial capital cities and are facing upgrading and development.This paper mainly takes F university in northern Anhui as the research object,through field research,analyzes the problems existing in the process of talent introduction and Cultivation in F university and carries out cause analysis,hoping to provide reference for the construction of F university'talent team.The main research contents of this paper include five parts,as follows:In the first part,the purpose and significance of the research on the introduction and training of high-level talents in Colleges and universities are analyzed,the research status at home and abroad is summarized through literature search,and the research contents,methods and ideas and possible innovations are determined based on the actual work of F colleges and universities in Anhui Province.The second part first elaborates the current situation of high-level talent introduction and training in F university in recent years,combs the policy changes of high-level talent introduction and training in F university in recent years,and combines specific examples to analyze its work concept,training measures and overall effectiveness,and summarizes the success or failure.The third part mainly analyses the main problems and reasons in the process of introduction and cultivation of talents in F university.In the analysis of the existing problems,starting from the general environment of talent work in Anhui Province,the article summarizes the advantages and disadvantages of high-level talent introduction and training in Anhui Province and analyses the reasons.It further points out that the restrictive factors of high-level talent introduction in F university are mainly reflected in the blindness of talent introduction plan and the singleness of talent introduction mode.There are six aspects: lagging feedback of talent introduction,one-sidedness in talent introduction evaluation,lack of incentives in talent introduction evaluation mechanism and lack of sustainability in talent stabilization measures.In the analysis of the causes of the problems,it is clear that the location disadvantages restrict the introduction of high-level talents,the lack of overall planning restricts the introduction of high-level talents,the incomplete assessment system restricts the introduction of high-level talents,and the lack of supporting management restricts the introduction of high-level talents.The fourth part of the article puts forward the countermeasures and suggestions to improve the introduction of high-level talents in F university from three dimensions: introduction of high-level talents,training of high-level talents and innovation of high-level talents management.In the aspect of Introducing High-level talents,this paper proposes to adhere to the principle of high-quality talents,highlight the brand effect,and introduce talents through various channels and measures;in the aspect of training high-level talents,this paper proposes to strengthen policy support,advocate the internationalization route,vigorously cultivate practical comprehensive talents of industry,University and research,and insist on the combination of going out and introducing talents.Improve the talent management and evaluation system.The fifth part is the conclusion of the article,which summarizes the main research conclusions and prospects for future research.High-level talent introduction,training and management innovation is to do a good job of "introducing and training equally,on-the-job and off-production parallel,domestic and international parallel,rigid and flexible joint employment,full-time and part-time combined" five peers.Emphasis should be laid on both introduction and training,which is to establish an equally important concept of introduction and training.When the scale of local talent training is not enough to meet the rapid growth of educational undertakings,it is necessary to intensify the efforts of talent introduction at home and abroad.However,in the long run,the introduction of high-level talent can only be a big player,and in order to improve high-level talent.The proportion of high-level talents in the denominator should also be increased.Local talent should also be good at learning from new talent.New talent should play the role of training local talent.Only by forming a virtuous interaction cycle between the two,can the overall quality of the organization be continuously improved.The introduction of mature talents should be titled and the introduction of part-time talents should be titled.In-service and out-of-production are two ways to strengthen the cultivation of local talents through the combination of re-education activities of high-level personnel on-the-job and centralized and systematic training of personnel leaving the post temporarily.The organic combination of on-the-job training and off-job training is conducive to improving the overall quality and level of high-level talents.To develop both domestic and international talent resources,we must make full use of the different talent resources of domestic and international styles.Rigidity and flexibility should be employed simultaneously.In terms of policy treatment,emphasis should be placed on encouraging rigidity to attract talents.Secondly,the green channel for flexible talent introduction should be opened.As long as it contributes to the development of schools,regardless of nationality,skin color,age,region and location,it is not necessary to restrict the value of flexible talent due to the requirements of fixed location and location.Efforts should be made to identify its value.The combination of full-time and part-time jobs means that those who hold fixed positions should make bold use of them without affecting their original work and making use of their spare time to serve the organization.They should mobilize everything possible.
