Today,the world is facing unprecedented changes in a century,and human resources have gradually become a booster for the economic and social development and comprehensive national strength of various countries.For emerging markets and developing countries,the transformation and upgrading of industrial structures,the continuous deepening of innovation capabilities,and the improvement of sustainable development capabilities,human resources play an increasingly important role.In 2017,China began a "war for talents" without fire and fire.It has become a practical requirement of China’s talent development strategy in the new era to set up an army of highly educated,high-quality and highly skilled talents.What are the main problems faced by grassroots governments in underdeveloped areas? To respond to national policies,keep up with the trend of The Times and give play to the comparative advantages of human resources,the primary task is to do a good job in the introduction of knowledgeable and responsible talents.However,underdeveloped regions have inherent location disadvantages and their economic development level is relatively lagging behind,which seriously lacks of attraction for talents.Therefore,it is necessary to establish a talent introduction mechanism with the government as the main body in the underdeveloped areas.According to the local characteristics of the underdeveloped areas,we should formulate targeted talent introduction policies,promote the youth of grassroots government cadres,improve the structure of the talent team,and enhance the stability of the talent team.In recent years,City W has focused on introducing high-level talents in multiple fields and on a large scale in accordance with its actual conditions,vigorously advancing the reform of the government’s talent structure,and maximizing the creativity of talents.This study is based on the theories at home and abroad,with motivation theory,post(job)theory,human capital theory and talent flow theory.It uses the literature research method,case analysis method,interview method and expert scoring method.Analyze the introduction of high-level talents in W City in terms of history,status quo,implementation results,etc.,and analyze the existing problems: First,the construction of high-level talent introduction system is not perfect;The talent development environment needs to be improved urgently.Through analysis of the cause of the problem,this paper puts forward countermeasures and Suggestions for optimizing the policy system of high-level talent introduction,guiding the market-oriented transformation of human resources,and improving the development environment of high-level talent introduction.This paper summarizes the experience of high-level talent introduction in W City and suggestions for improving the introduction policy,provides a basis for decision-making in the introduction of high-level talent in W City,and at the same time provides useful experience and reference for talent introduction in other less developed areas.
