Innovation is an important driving force for the development of science and technology.Without innovation,the country will lose its core competitiveness,and the competition between countries will undoubtedly become a competition between innovation and innovation.China's economy is in a critical period of transformation and upgrading,so that innovation has become a powerful engine to lead the transformation and upgrading of the economy and sustained and stable development.To speed up the construction of an innovation oriented country,we need not only to increase investment in innovation,but also to pay attention to output capacity,that is,to focus on innovation efficiency.2009-2016 provincial panel data China based on the use of three phase DEA method to calculate the efficiency of regional innovation,analyzes the static and dynamic efficiency of regional innovation efficiency of regional innovation and regional innovation efficiency of agglomeration;using traditional econometrics model and spatial econometric model,the influence factors of regional innovation efficiency analysis.The main findings as follows:(1)From the static evaluation of regional innovation efficiency,the average value of regional innovation efficiency in China is low in the past 2009-2016 years,and there are regional differences.There are very few provinces(cities)with high efficiency and most of the provinces(cities)are very inefficient,and the provinces(cities)with high efficiency are distributed in the two regions of the East and the West.The provinces(cities)with low efficiency are distributed in four regions;new technologies and new inventions are applied to innovation activities to increase the power of innovation and enhance the efficiency of regional innovation.(2)From the dynamic evaluation of regional innovation efficiency,the efficiency of regional innovation in China has been improved in the past 2009-2016 years,and it has developed rapidly since 2014;the efficiency of the four major regions is increasing,but the regional differences are obvious,the efficiency of the East is the highest,in turn is the western,northeast and middle parts.(3)From the convergence of regional innovation efficiency,there are sigma convergence and conditional beta convergence in the whole country and the four major regions.The absolute beta convergence exists in the whole country and the East,the West and the middle,and the absolute beta convergence of the northeast is not significant,but it converges to its own steady state.(4)From the view of the spatial agglomeration effect of regional innovation efficiency,the regional innovation efficiency of China in the past 2009-2016 years has a positive spatial correlation,and it has a rising trend in general.From the point of view of local spatial correlation,with the passage of time,the area of spatial agglomeration gradually spread to the surrounding area.The 2 types of spatial agglomeration are HH type and HL type.Among them,the HH type belongs to the West and Northeast China,and the HL type belongs to the East and the central part.Moreover,the spatial agglomeration of regional innovation efficiency in China has formed a unique shape with the central part as the core and the West and the east from "two sides".(5)From the influence factors of regional innovation efficiency,foreign technology introduction and educational outlay have inhibited the growth of regional innovation efficiency.In addition,the ratio of academic degree and GDP in R &D personnel will help to improve the regional innovation growth rate,and the female researchers also contribute to the improvement of regional innovation efficiency.
