In recent years,campus bullying is frequent and increasingly serious,resulting in bad influence in the whole society,which has aroused the government’s great attention.From 2016 to 2017,our government issued three policy papers on "bullying" on campus to guide the management of "bullying on campus".However,has the school implemented the policies promulgated by the state? What is the effect of the execution? What are the problems in the execution process? The in-depth study of these problems not only enriches the study of campus bullying in China,but also helps to guide the governance of school bullying in school,and also provides a basis for further improvement of policy.On the basis of the analysis of relevant literature at home and abroad,based on the analysis of relevant documents both at home and abroad,This paper sets up a three-dimension analysis framework of active prevention,effective governance and long effect mechanism from three aspects of background,goal and content.Take X secondary school as a case to carry out an in-depth study.First of all,through the questionnaire survey,to understand the situation of campus bullying and governance;secondly,through consulting the records of X middle school related meetings and the record of school bullying in the school official network,the paper inspects the situation of school bullying and the implementation of policy documents.Third,through interviews with school leaders,middle-level cadres and teachers and students,we can understand their attitude towards "bullying in campus" and their governance through dialogue.The research found that although X middle school is an excellent city key school,the situation of "campus bullying" is not optimistic.Schools in the governance of campus bullying,there are the following problems: first,to carry out the poor effectiveness of education;second,the lack of scientific treatment;third,the training work is not in place;fourth,the role of the family committee is limited;fifth,system implementation in the form.And from four aspects of the cause analysis,that is: the concept of biased understanding;the school system reconstruction is difficult;the complexity of the campus bullying itself and the lack of supporting mechanism.Finally,governance recommendations are given from the school level,the national level and the social level.
