In 2010,the Ministry of Education proclaimed the outline of the national medium and long term educational reform and development plan(2010-2020 years),and promoted the balanced development as a strategic task to consolidate and enhance the development of compulsory education.By the end of 2017,a total of 2379 counties to achieve the basic balanced development of compulsory education,accounting for 81% of the total number of the country.Although the development of compulsory education nationwide reached basic balance,the existing high-quality educational resources can not meet the needs of the people,in order to consolidate the basic balanced development achievements,further realize the balanced development of compulsory education quality,the state of the development of compulsory education from the basic balance of the transition to high quality equilibrium.Based on the trend of balanced development of compulsory education in China,we analysis the future development and choose a positive effort for 2015-2017 years,which through the national compulsory balanced assessment work acceptance County.Our research methods were questionnaire surveys,field visits and so on,the county in the assessment of acceptance period encountered implementation.This study also uses comparative method,based on the three dimensions of the scale of the school,teachers,school conditions,school of analysis between between urban and rural areas,the gap between the compulsory education balanced development of the county,which found that although in the supply quantity is sufficient,the input of education resources is lack of balance,mainly in: education supply,lead to primary and secondary schools "Colonel amount" the large amount of outstanding educational resources available can not meet the people's rigid demand for education;a serious shortage of high-quality educational resources between regions,between urban and rural areas,between schools in school conditions and educational levels are different;the treatment of teachers is not high,so it is difficult to attract talented people to teach in rural schools.In the background of supply side reforms,The author analyzes the reasons,and from the grass-roots level of government departments to promote balanced compulsory education,which put forward expectations and effective measures to promote the optimization of the education structure in supply;optimize the allocation of educational resources in the supply of quality;optimize the evaluation methods and the quality of teaching in the supply way;the mode of supply,Jane Chufan carefully,give schools more autonomy.The author hopes this research can enrich the research results of the balanced development of compulsory education in the county.And the author stands on the people of compulsory education to the desired angle,how to find the balanced development of compulsory education path,suitable for local economic and social development to explore the current situation and policy.At the same time,the author provides data for the first successor to study how to sustainable development of the high quality balanced education.
