Study On The Satisfaction And Safeguard Measures Of Public Service For Urban Childbearing Age Group In Chongqing

In October 29,2015,in the fifth Plenary Session of the 18 th CPC Central Committee,in order to improve the population development strategy of our country,the state formally proposed the policy of “a couple can have two children”,hereinafter referred to as “the total two child” policy.And it was formally implemented in January 1,2016 and was fully concerned by the society.This is another major adjustment in the population fertility policy in China after the “double two child” policy in 2011,the merger of the State Ministry of health and the population planning committee in 2013 and the “separate two child” policy in 2013.But at the same time,the effect of the implementation of the policy has not reached the ideal level.Although the birth number and fertility rate of the newborn in 2016 and 2017 have increased,the rate of birth in 2017 is not much.And the statistics found that the number of birth of one child in 2017 is lower than that of the number of two children,which has aroused the high concern of the whole society.There are many studies on the “total two child” policy and the “two child childbearing will”,but there are few studies on public services related to fertility and parenting.This study takes the reproductive age group in Chongqing as the research object,taking the empirical research as the main research method,taking the basic public services related to fertility and breeding as the main body of research,and from the 7 services,such as infant care service,public education service,public medical service,social security and employment service,public safety and health service,which are relatively more concerned with children in childbearing and parenting.The satisfaction of urban residents is examined,and corresponding suggestions are put forward from aspects of system policy,social level,enterprises and institutions,and individual level.Through the study,the following phenomena are found:(1)The overall satisfaction of urban residents in Chongqing is not high,only in the “general satisfaction” level,and the satisfaction of a number of public services and related items shows significant differences in some independent variables,such as education,childbearing children,income,and so on.(2)Public service level is one of the factors that people consider when they choose to have children,but it is not the core factor.(3)Relatively speaking,public education services and public medical services have been the focus of the masses,but their satisfaction is low;infant care service has become a focus of concern for couples of childbearing age,and the related services need to be filled and promoted urgently.As a “two child” policy related group,more attention and improvement should be given to employment and rights and interests protection services for women.
