Since the characteristics of freedom and autonomy of the we-media have brought tremendous changes in the dissemination of public opinion,the public opinion work in universities is facing new challenges."To firmly grasp the correct orientation of public opinion,improve the guiding mechanism of social public opinion,and spread po sitive energy" is the new requirement of the National "13th Five-Year Plan".As a new battle field for ideological and political education in universities,public opinion work tests the new media literacy and sensational response capacity of college administrators,propaganda departments,and public opinion workers.The "three micro and one client "(WeChat,Weibo,Micro-video,and News client)represents a strong arrival to the we-media era.The public opinion information demonstrates seven characters,they are the "autonomy" of the public opinion disseminator,the "freedom" of the content and form of the dissemination,the "self-identity" of the object of dissemination(audience),the "self-help" of the process of dissemination,the "consciousness" of the effect of dissemination,the "self-discipline" of the industry standard,and the rapidity of the speed of dissemination.Based on the existing multi-disciplinary research results,this thesis,established on the marxist theory,defines the concept of network public opinion in universities from the perspective of network ideological and political education.online public opinion in universities refers to the sum of emotions,wishes,attitudes,opinions and actions held by the disseminator(includes teachers and students of universities,alumni from the school,"opinion leader" and media professionals who are concerned about the development of public opinion events),and spreads on the Internet,and related to a object(such as public affairs,events,and viewpoint)produced by the university juridical person and its teachers or students.According to this definition,the basic characteristics of the five major elements of university network public opinion are determined.They are concluded that the subject specificity,the suddenness of the object,the dispersion of content,the diversity of carriers,the timeliness of formation,and the "group polarization" phenomenon of influences.In the process of the research,this thesis collects 26 typical online public opinion events in China during 2015-2017,make detailed public opinion reports respectively,and find the development Characteristics and Laws of Internet Public Opinion Incident.The university network public opinion incidents were divided into five kinds of online public opinion types: campus management,security accidents,decision-making rules,teacher morality,and personal behavioral public opinion events according to use case analysis,comparative analysis and other methods.Fina lly,it proposes that universities can adopt Internet public opinion response system include three principles,four stages,five types of public opinion and Multiple basic measures with public opinion events.
