A Research On Optimization Of Resources Allocation In Construction Of Dominant Discipline In Local Universities

Higher education is gaining its popularity recent years.Meantime the number and scale of colleges and universities are expanding rapidly and the competition among them is becoming fiercer.If the local universities want to cultivate more talents and make more contributions to society,they should set up a dominant discipline to promote the overall level of disciplines.Of course,constructing a dominant discipline is not an easy task.Given a lack of resources and policies,the universities should be more cautious.First,they need to select a dominant discipline.Then,they should foster a scientific layout around the dominant discipline.More importantly,they need to make the allocation of educational resources(especially manpower,material and financial resources)support the dominant discipline.However,current resource allocation of some local universities is not suitable for the growth of the dominant discipline.Dominant discipline occurs in the process of university development which usually shares favorable reputation and can bring good achievements.It also can help universities break solid development model,improve the quality of discipline and talent as well as strengthen the connection between universities and area.The local universities should catch the basic characteristics of dominant discipline construction,and pay more attention to the internal relationship between discipline construction and resource allocation,further absorb,integrate,configure and use different types of resources around the dominant disciplines.Through investigation,it is found that some universities lack a point in resource allocation.Some build a dominant discipline unscientifically which cause the waste of resources.Some universities' teachers' structures are not reasonable and they also have few high level talents.Some universities are short of capitals and can not use them easily.Some are short of material resources,and can not make the best of the rest.Then reasons found mainly existing in those aspects: no enough and adequate understanding of dominant discipline,short of attractiveness to resource,deficiency in management of resources,a lack of the communication with society and foreign country.In order to support the construction of dominant discipline in local universities,universities should seek a more rational way for resource allocation.They can take out some reasonable improvement measures by using stakeholder and property rights theory.For example,comprehensively evaluating each potential discipline,carefully choosing a dominant discipline,scientifically planning a layout of the discipline,rationally attracting and seeking resources,perfecting the system and mechanism of resource allocation evaluation,improving the management system.
