Since the reform and opening up,the party and the state pay more and more attention to the education work,and put forward higher requirements in deepening the education reform and improving the quality of personnel training.As an important part of the national education system,colleges and universities bear multiple responsibilities such as personnel training,scientific research,social service,cultural heritage and international exchange,and have irreplaceable social status.Since the Ministry of education,the Ministry of Finance and the national development and Reform Commission jointly issued the "double first-class" construction plan,local governments at all levels and colleges and universities have formulated corresponding development plans to strive to get a place in the "double first-class" competition tide.At this time,for the local colleges and universities which account for 95% of the number of colleges and universities,the development of "double first-class" construction is not only an opportunity but also a challenge.In the construction of "double first-class",local colleges and universities do not have innate advantages in areas,financial support and talent introduction,so it is necessary to focus on the construction of first-class disciplines and drive the whole school to move forward towards first-class universities with first-class disciplines.The construction of first-class disciplines in local colleges and universities needs the cooperation of the government,the competent department of education,the colleges and universities themselves and the society to formulate the development plan in line with the reality,develop the advantages and characteristic disciplines in the construction process,form the advantages in the management system,discipline team,scientific research and other aspects,and finally promote the overall development of the school running level through the construction of first-class disciplines.First of all,this paper analyzes the current situation and related concepts of the construction of first-class disciplines in local colleges and universities;Secondly,it analyzes and summarizes the value significance,influencing factors,difficulties and characteristics of the first-class discipline construction in local colleges and universities;Thirdly,it selects the three governments of Shanghai,Jiangsu and Anhui and Anhui Medical University as the cases to analyze and summarize the experience and shortcomings;Finally,on the basis of the above analysis and summary,from the three levels of local government,universities and disciplines themselves,that is,thelocal government through expanding the autonomy of local universities,further optimizing the regional layout of disciplines and taking the opportunity of "two first-class" to tap regional advantage resources,universities through building characteristic discipline system,strengthening the construction of talent team,strengthening academic exchanges and cooperation And to strengthen the guarantee of hardware facilities,the second level college puts forward countermeasures and suggestions for the construction of first-class disciplines in local colleges and universities through the combination of discipline achievements and professional education,efficient allocation of human and material resources and improvement of internal governance capacity of the second level college.
