With the rapid development of social work in Guangdong Province,there are ragard as so tight relationship with the announced firstly the salary indicator policy text around the contry.However,as the occupation problems occoured frequently,which including the lasting low-salary,high turnover rate,the salary indicator policy couldn't response and solve the situation.After the Ministry of Civil Affairs pronounced the policy text that "The guideline suggestion of enhance and improve social organizations salary management" and " The guideline of encourage exploiting more jobs of social work and enhance incentive and guarantee for social work practitioners ",the salary payment conflict of social worker become prominent and key issue,which such as how to guarantee the reseasonable payment level,how to incentive social work practitioners,building and optimizing salary management of institution.By the macroscopic background,the paper gives a acdamic reflection with the salary indicator system in virtue of the theory of new managerialism and through the analizaiton of policy text and field research.The paper provides a new idea,which including "two line,three parts,two and three categories,and fixed sample,fixed period,normalizing accommodation”,and explory a new social work salay systerm which highly suitable for the local satiuation.In this paper,the idea insists that there are two factors,Basic Salary and Standardized Salary Value.While the Basic Salary be composed of static salary,float salary,and dynamic salary,the Standardized Salary Value includes two salary types of service-oriented and managment-oriented.Both have their own salary packages.By introducing the new conception " Sample Library of Basic Salary ",this article point out that no matter Benchmark or Salary Standardized Salary Value,all of them should be calcualted base on some key factors,which including the prevailing industry wage,the increase of Consumer price index,the quality of social work service and etc.,and these necessary data must be from the Sample Library of Basic Salary,as well as keeping nomalizational accommodation.Besides,the new social work salary systerm,which also refer to the conception of Broad banding,could guide social work institution for their own salay management.Lastly,for the extended issues,which such as the impact of the new salary systerm bring to the the mode of Government Purchase of Services,the writer also does the primary think and provides some advices.
