This research is based on the service project that the author participated in during the internship,through the comprehensive application of the literature research method and the field research method,participatory observation and unstructured interviews for data collection,and borrowing the theoretical perspective of the new management theory,Analysis and research on the practical problems faced by frontline social workers in practice.The article is composed of four parts: introduction,project operation,research conclusions and countermeasures.Through the narration of typical cases in the operation of the project,it truly shows the "constraint" of social workers in providing services under the influence of new managementism.It is manifested in the quantification,indexing and administrativeization of service development,and the neglect of the real needs of service targets,which are contrary to the requirements of professional values.Through research,it is found that front-line social workers under the project are subject to varying degrees of constraints in the setting of service goals,the determination of service targets,the arrangement of service content,the selection ofservice types and the formulation of service plans.During the preparation of the project,the government,as the initiator and purchaser,has the absolute right to speak and make decisions;in the project development process,the neighborhood committees and neighborhood committees are forced to intervene due to tight time and heavy tasks;and social workers in order to achieve the previous To complete the service at the “procedural level”,the project service activities have to be carried out in accordance with the inherent “management mode” of the neighborhood and neighborhood committees.Finally,regarding the real dilemma of the next-line social work practice of the project,the author believes that the government should actively adjust,position itself accurately,have clear powers and responsibilities,and must manage and supervise well;social work organizations should increase their own strength and create distinctive features Service agencies provide more material and spiritual support for social workers on the front line;social workers should strengthen self-discipline and continuously improve their knowledge and practical skills in theory and practice.
