The educational idea of “Enhance morality,Foster talents” put forward in the Eighteenth National Congress of the Communist Party of China has served as the fundamental task of education.It is of great significance in the education circle,and thus become the scientific embodiment of the outlook on the talents in education.Through 20 whole years of research,the cultural quality education perfectly satisfies the need of higher education as the breakthrough point of the enhancement of quality education for institutions and colleges in an all-round way.The advanced concept of “Enhance morality,Foster talents” runs through it,the cultural quality education captures the fundamental education.The very act of weighing more on science,profession,book knowledge,and utility over the humanities,the acquisition of basic knowledge,the practice,and quality education has not only resulted in the lack of the humanistic quality,the inadequacy of students' capability in sustainable and integrated development,and the neglect of the cultivation of students' all-round ability.But also brings many challenges for the cultural quality education in universities of science and technology.Therefore,it is of some theoretical significance and realistic value to foster the cultural quality education in universities of science and technology under the guiding idea of “Enhance morality,Foster talents”.This article defines the concepts of “Enhance morality,Foster talents”,quality education and cultural quality education.It regards the theory of human beings' free and overall development and general education as theoretical guidance.It analyses the relationship between the “Enhance morality,Foster talents” and the cultural quality education.Besides,It also expounds the necessity of strengthening cultural quality education in universities of science and technology under the idea of “Enhance morality,Foster talents”.Through collecting,reading and carding relevant information about cultural quality education in universities of science and technology.It summarizes the general effectiveness of cultural quality education in universities of science and technology for two decades: First,there is a dramatic change of the traditional ideas on education;second,the integrated optimization of the curriculum structure;third,a much stronger cultural atmosphere;and fourth,the general improvement of the cultural awareness in both teachers and students.In addition,on the basis of investigation and analysis of the cultural quality education of the universities of science and technology in Wuhan,it still has many problems: The first is the lack of social responsibility;the second is the lack of cultural identity;the third is the lack of a sense of public morality.In a short,the society,the higher institutions,the family and the individual are all to collectively responsible for the unsatisfactory results of the cultural quality education in universities of science and technology under the idea of “Enhance morality,Foster talents”.In order to transform the traditional educational ideas,ensure the quality of talents,augment the cultural deposits and atmosphere in universities of science and technology,and those university students will be the ones that benefit most from the cultural quality education by so doing.We should take corresponding countermeasures: first,strengthen the idea of enhancing morality and fostering talents,leading cultural quality education by core socialist values;second,to develop the educational function of “three classes” and make students the ones able “to behave themselves” “to learn” and “to deal with things”;third,to build a new platform of high quality network education;fourth,to establish practical long-term mechanisms.
