The family planning policy has been implemented in China for more than 30 years,and the population has been effectively controlled.However,there have also been many problems such as the reduction of fertility rate,the drastic reduction of labor force and the aging of the population,which have seriously hampered China's economic and social development.In October 2015,the Fifth Plenary Session of the 18 th CPC Central Committee put forward the “universal two-child” policy.In the second year of the implementation of the policy,the population born in Baoding City in 2017 was 138,300,which was not significantly higher than the previous year.Therefore,to explore the difficulties encountered during the implementation of the "universal two-child" policy in Baoding City and its causes,and to find a way to solve the problem is the focus of this research.On the basis of reading a number of documents and collecting a large amount of data,the author elaborates the basic situation of the population of Baoding City from the population size,the birth structure of the child,the age structure,and the gender structure.The sample of Baoding's different ages,occupations,and education backgrounds from separate,independent,and non-detached households was selected to conduct a survey on the fertility desire of Baoding after the “universal two-child” policy was released.The survey data shows that among 200 samples,the ideal number of children is 2.The sample with no obvious gender preference accounts for a relatively high percentage,and there are certain differences in the childbirth purpose of different children.The results of the study indicate that the predicament of the implementation of the current policy in Baoding City is mainly due to the gap between fertility desires and fertility practices,the imbalance in the gender structure of the labor force,the gradual decrease in the population covered by policies,and the impact on the basic public service system.The reasons for this analysis are mainly due to the high cost of birth,the absence of women's employment rights protection system,the stringent fertility policy for population,and the increase in demand for basic public resources.In response to the existing difficulties,we have proposed measures and suggestions such as encouraging appropriate birth policies,strengthening the basic public service system,establishing a women's employment right security system,and adopting a two-child birth-cost family,employers,and the government's multi-apportionment mechanism.In addition,this study also made a preliminary calculation of the increase in demand for preschool education in Baoding City during the “all-two-child” policy effect period,which provided a basis for rational allocation of preschool education resources in the city.
