Integrated Comprehensive Service Center Under The Guide Of G City Family Effectiveness Evaluation Research

G city from 2008 began to explore the government purchasing the social work service,in 2010 began to promote street family comprehensive service center(hereinafter referred to as "zong")development and construction,has experienced three stages of development.Accompanied by family comprehensive service center of development of the third-party evaluation along the way,G city,home of change and development,project evaluation also experienced twists and turns in the role and the role of self-evident.At the same time,also appeared many problems,such as different evaluation criteria,evaluation expert team of professional,etc.,in which the parties,in particular,focus on "home of the evaluation service",it involves why buy social services,"worth" buy social services and home in such key problems as the professionalism of the project.This study the author based on the system theory and ecological theory of two basic theory "towards integration oriented evaluation model" is put forward,considering G city comprehensive service center of the family of the general system model and the ecosystem environment,using literature study and participatory observation,research mainly based on the association of social work in G city before five years working experience in assessment of carding and exploration.In the study found that at present home heald project effect evaluation mainly is the acquirer,undertake for the evaluation and the three parties involved to participate in more.But there are some of the problems,the acquirer and evaluation in the three parties all belong to the external factors;And undertake the party can be used as both external and internal factors to consider,in addition,all project the actual execution of the party-a social worker and the project beneficiaries-community residents/service objects of these two important internal factors involved in the evaluation are even less "ignore".This study combined with G city family comprehensive service center involves five stakeholders,and integrating the proposed under the guide of "five one" home ensemble project effect evaluation model,and from the system level,the organizational level,the service level and theme level,system and puts forward the comprehensive service center for G city family effectiveness evaluation to build new evaluation pattern and policy advocacy to provide specific advice and professional development path.
