With the development of the society and the improvement of the level of rural life,the equalization of basic education in urban and rural areas has been more and more concerned by people.Urban and rural basic education equalization refers to all school-age children and adolescents within a country,whether living in urban or rural areas,are able to enjoy equal basic education services provided by the government.It not only helps to improve the quality level of human capital within the whole society,but also is important for social harmony and scientific development.In Jiangxi province,the reality is that there is a huge disparity between urban and rural basic education.For example,Nanchang and few other cities have brought forward the "twelve-year compulsory education" slogan,but in some rural areas,the "nine-year compulsory education" has not been carried out yet.Therefore,the task of compulsory education has not been completed.Based on this,I hope to put forward the policy recommendations to promote the equalization of urban and rural basic education through analyzing the current situation of the urban and rural basic education development in Jiangxi province.First of all,I will define the basic concepts of "basic education","city","township",and "the equalization of basic education",then explain the theories of public goods,social welfare,and educational equity.Secondly,through investigating and analyzing the current basic education equalization situation in Jiangxi province,I will point out the main problems existing.Then,I will find out the reasons behind based on the analysis.Finally,I will discuss the countermeasures and suggestions to promote Jiangxi province equalization of urban and rural education.This paper is divided into six chapters.The first chapter mainly elaborates on the research background and significance,and expatiates the current research status,and this paper's contents and methodology.The second chapter introduces the related concepts and theoretical basis of the research topic,firstly defines "urban" and "rural"and then describes the concept of education of basic education.With a clear definition of these concepts,the concept of urban and rural basic education equalization will be defined.This chapter also points out that the equality of basic education in urban and rural areas contains equality in education opportunities,educational standards,and educational results.Furthermore,the theoretical basis of education,public goods theory,social welfare theory and education equity theory will be discussed in this chapter.The third chapter analyzes the current situation and existing problems of urban and rural basic education.Then through the analysis and comparison of urban and rural basic education data in Jiangxi province within the past five years,it is found that within Jiangxi province,education opportunities,standards,and results are not equalized.Moreover,urban and rural basic education is also found to be not equal in the aspects of school conditions,the level of teachers,enrollment rates,and education funding.Chapter four firstly demonstrates the inequality between urban and rural basic education expenditure per student by using the Theil index.Then using the primary and middle school students in urban and rural areas' utility differences index and the full-time teachers' education level differences index to construct the urban and rural basic education fairness index in Jiangxi province.The analysis of urban and rural basic education fairness index within past five years in Jiangxi province shows the existence of inequality between urban and rural basic education in Jiangxi province.Then through the method of multiple regression analysis,it is found a significant positive relationship between urban-rural income gap and the urban-rural basic education inequality.The fifth chapter puts forward some suggestions to promote Jiangxi province's education in rural areas.The sixth chapter is the conclusion.
