Hundred years’ policy based on education.Education can improve national quality,enhance China’s cultural competitiveness, contributes to build China into a country rich in human resources. Increase investment in education, to promote the balanced development of education, is conducive to social justice, to building a harmonious socialist society. Although,because of the two urban and rural economic structure in China has existed for a long time, the basic education of our country at the present stage is urban and rural development is not balanced. Two urban and rural economic structure between urban and rural gives basic education in our country on school conditions, teaching conditions differ greatly, imbalance is very significant.Basic education is the cornerstone of a high level of education, it can improve the national quality, improve residents literacy rate, to reduce the number of illiterate population, improve the people’s cultural quality, reduce factors of disharmony in the society. Equalization of basic education not only can promote social harmony, but also can promote economic development and social progress. Therefore, the state attaches great importance to the introduction of relevant policies, and promote the balanced development of urban and rural basic education from multi angle. Basic education is an important part of basic public services, the government should bear the important responsibility.In recent years, D city always give priority to the development of education, increasing investment, efforts to improve the institutional mechanisms, supporting all kinds of education for all-round development. D city has made great achievements in promoting urban and rural equalization of basic education, provides a good model for Anhui province and even the whole country. In 2009 November, D city was awarded the " The advanced areas which promote compulsory education equilibrium development" glorious title, newspapers and radio reports of D City for the balanced development of basic education achievements. For the D City, the pursuit of a balanced education not only means that the urban and rural children have the right to go to school, but the school and teachers resources to maximize the radiation quality, realize the city and countryside education quality equilibrium.Firstly, the development of equalization of basic education of domestic and foreign literature review, on this basis, defines some related concepts, and expounds the related theory basis. Secondly, after the research of D City equalization of urban and rural basic education present situation, summarized the basic education equalization of D City in recent years the results achieved, and analysis the existing problems. Then, construct the index system to measure the equalization of basic education and carries out an empirical analysis of the data of D City equalization of basic education. On this basis, analysis of the causes of urban and rural basic education inequality in D city. Then, construct the index system of basic education equalization and analyze the equalization of basic education in D.Finally, put forward some countermeasures to promote the equalization of urban and rural basic education in D city. The focus of this paper is to provide ideas to solve the problem, the solution is put forward for the promotion of D city urban and rural equalization of basic education, to promote the development of equalization of basic education, continue to promote the equalization of basic education and provide the basis for the country.
