The party's 19 th CPC National Congress report states that : "Efforts are being made to provide every child with fair and quality education".Education,as an important part of the social system,is a leading factor.Social equity must require the balanced development of education,especially the basic education.The long-term existence of urban and rural dual system structure and other factors,result in the large gap of financial resources,manpower and funds between urban and rural basic education.At present,basic education in our country still presents the unbalanced state of urban and rural development.In October 2010,Huizhou became the pilot city of the national balanced development of compulsory education.In April 2012,the Guangdong Provincial Government confirmed Huizhou as the first pilot city to promote the comprehensive reform of equalization of basic public services in the province.In 2014,7 counties(districts)in Huizhou City were built into National compulsory Education Development equilibrium Counties(districts).In the context of the government's policy of promoting equalization of basic education services,this article selects the pilot city Huizhou as the research object,constructs an evaluation index system to measure the equalization of basic education,and uses the statistical analysis method and Theil index method to analyze the index data of basic education in urban and rural areas.The comparative analysis shows that the equalization of urban and rural basic education in Huizhou has made great achievements and reached the level of "bottom line equilibrium",but there is still obvious inequity between urban and rural areas in the aspects of financial input,teacher allocation,school conditions and so on.In this regard,this article analyzes the reasons in depth with relevant theories of public management,draws lessons from the experience of equalization of basic education both at home and abroad,and puts forward suggestions from the aspects of financial input,resource allocation and system guarantee so as to promote the development of basic education in urban and rural areas of Huizhou to the level of "high quality equilibrium",and to provide a beneficial exploration for Guangdong Province and even the country to further promote the equalization of basic education in urban and rural areas.
