Study On Transformation And Development Of Local Universities In Hebei Province

With the adjustment and optimization of the industrial and economic structure,China is in the key period of change from extensive mode of economic growth to intensive economic growth pattern.China's economy has entered into the new normal and the conflict between the type of talent supply and post demand has become increasingly prominent.So it is imperative that some common universities should transform to applied universities to cultivate more applied talents consisting with social demand.Thus these applied talents can assume the responsibility for serving the society and serving the development of regional economy better.In recent years,the transformation of local universities has attracted much attention,especially the government work report has reemphasized that “continue to promote the transformation of local universities transforming to applied universities” in 2017.The major research methods adopted in this dissertation are literature research and text analysis.Taking ten pilot universities in Hebei Province as research subject,this paper takes text analysis based on interim assessment materials.Firstly,focusing on the local universities' development and the existing problems in Hebei province,the article conducts a comprehensive analysis on the local universities' requirement of transformation and concludes that it is a right choice for the development of local universities.Secondly,depending on the interim assessment materials,this paper studies ten pilot universities from the seven aspects,including idea,orientation,service area,administrative structure of colleges,the ranks of teachers and so on.By deep analysis of these materials,the author finds that certain achievements are made in ten pilot universities but with problems in training objective,quality,double-certificated teachers and internal administration structure.For these problems,this paper brings up the corresponding strategies from government,school and society: the government should perfect the related legal systems,enforce the legal power of guaranteeing and increase special allocation and widen the investment channels.The school should specify a clear positioning,strengthen teacher construction,find their own characteristics,create specialty cluster and build up education mechanism of integrating production and education.At the social level,social perception should be changed and the applied talents' status should be improved.The enthusiasm of industries and enterprises should be motivated and the third-party evaluation mechanism could be introduced to make sure the evaluation is objective and fair.
