In 2015,the Ministry of Education issued several opinions on deepening the reform of vocational education and teaching,comprehensively improving the quality of personnel training.It emphasized that the foundation should be to build up people by virtue,the purpose of service development should be taken as the purpose,and the promotion of employment should be taken as the guide.The promulgation of this document indicates that the country has gradually attached importance to the development of secondary vocational education,which is not only the country's expectation for the development of vocational education,It is also the practical requirement of perfecting the modern vocational education system,which is more conducive to the discovery and solution of the current problems faced by secondary vocational education,as well as the practical requirements for realizing the integration of urban and rural development.It also requires secondary vocational schools to deepen reform in an all-round way.Under the background of the development of vocational education,the author studies the predicament and the way out of the development of secondary vocational and technical education.Combing the related research results of predecessors,grasping the research status quo of secondary vocational and technical education roughly.Then,using questionnaire survey and interview method,Through the data support of questionnaire survey and field investigation,this paper systematically discusses the development of secondary vocational education and its problems,and carries out in-depth analysis.And seek effective suggestions to solve these problems,in order to enrich the relevant theoretical research of vocational education,broaden the space in the field of vocational education research,and change the long-term understanding of secondary vocational education from all walks of life.Work together to promote the long-term development of secondary vocational education.Through the investigation,it is found that the four major problems,such as weak running conditions,backward specialty setting,weak teachers and insufficient cooperation between schools and enterprises,have become important factors restricting the development of secondary vocational schools.It is not conducive to meeting the actual needs of vocational education or to the needs of talents for social development;on the other hand,it is not conducive to improving the quality of teaching in vocational schools,and it is also difficult to help students achieve role change.The author tries to put forward four ways to promote the healthy development of secondary vocational and technical education.Firstly,it is necessary to strengthen the construction of information network technology,improve the conditions of secondary vocational schools,and make use of the advantages of Internet education.Secondly,it is necessary to plan as a whole the professional structure,optimize and adjust the specialty setup,utilize the talent demand forecasting mechanism and the third party evaluation organization,and establish the professional construction cooperation committee.Third,we should pay attention to the construction of teachers,improve the relevant training system and access system,and broaden the sources of full-time teachers and part-time teachers.Finally,we should establish a long-term mechanism of cooperation between schools and enterprises.And innovating the cooperation mode of school and enterprise,deepening the level of cooperation between school and enterprise,and promoting the deep integration of industry and education.Of course,these suggestions need to be protected by various subjects in order to promote their further development.In the government,we should strengthen the function of the government.Promote the implementation of policies,improve the supervision and management system,and integrate structured dysfunctional schools;in schools,increase investment in funds,expand virtual training bases,and increase the training of teachers to improve the level of running schools;It is necessary to increase the participation of enterprises,form a pluralistic cooperative mechanism,and increase the investment in capital,equipment and technology of enterprises in vocational education.In the social field,we should encourage the active participation of the society,expand social propaganda,and transform the evaluation system.Improve the employment environment.
