"Migrant workers" is a group which created and developed with the industrialization,urbanization, reform and open policy of China. From the first generation to the new generation of migrant workers, from the "flood" to "shortage", their working destiny have experienced multiple fluctuation change. Recently, the financial crisis which gave a big impact on our country economy leaded so many enterprises into bankruptcy, especially the medium and small-sized enterprises where migrant workers had been employed. It leaded a large number of unemployed migrant workers to go home, launched "Returning trend". Large numbers of migrant workers return to rural areas created a pressure to the rural areas to some extent, formed a "Job crisis". However, we will find the "opportunity" also lurk behind the "crisis". Country's economy, culture and other aspects have been got a great development since our country put forward the historical mission that "new rural construction" in 2005.But the lack of qualified personnel is the bottleneck of new rural construction, especially many of the farmers worked away from their rural area, restricted the development of rural area. Today many of migrant workers return home, this is undoubtedly a new opportunity for rural construction and development. Change them in ideology, awaken their sense of responsibility of home, raise their enthusiasm to join the new rural constructing and further enhance their technical skills through training, developed their power resources for the new rural construction.Analyze the relationship of the return of migrant workers, the new rural construction and training. New countryside is fertile ground for re-employment of migrant workers, return of migrant workers is valuable human resource for new rural construction, and training is to develop and improve their quality to join the new rural construction. In the first place, proposed the issues that training of return of migrant workers faced in the new rural construction. Including their own problems of home-going migrant workers; the training information on home-going migrant workers blocking makes imbalance situation; there is lack of investment and low utilization in training funds. Secondly, under the objectives of the new rural construction and development, combined with the characteristics of home-going migrant workers, analyze the requirements of training in the content, methods, forms, effects, and process. Finally, proposed training strategy according to the issues and training requirements.There are some recommendations in training strategy. First, proposal suggestions that knowledge of new rural development and the importance of training should be extensively spread for the home-going migrant workers' lack of training knowledge and misunderstanding of training. Second, training objectives should be based on the home-going migrant workers and oriented with the new rural construction. Third, doing a good job of training preparation, training information channels should be multi-directional.Some suggestion that we should establish an top-down delivery system of training information, make full use of traditional media and new equipment to convey information should be adopted. Fourth, establishing multi-channel fund-raising mechanism and optimize the use of allocation of funds. Fifth, list some forms of training such as Apprenticeship, Distance education, "Local materials", "Field schools", Self-examination and so on. Sixth, set off comprehensive training contents including ideology, basic knowledge and technical skills. Seventh, moving the teaching method, case analysis, method of experiential learning to the training and using flexibility. Eighth, according to the requirements of training effect of quick, "two suggestions" to improve training efficiency, arrange training time and reasonable placement. Ninth, four-level training evaluation method would be applied to the training, and taking some appropriate assessment methods in a reasonable way, ensuring the training effectiveness also reaching the lifelong requirement.According to the training issues and requirements of home-going migrant workers in the new rural construction, try to propose the appropriate strategy for the training. Develop home-going migrant workers human resources. Induce them to join the new rural construction, and to promote better and faster development of new rural construction.
