| After the reform and opening up,the rapid development of economy and society has produced many social problems.Our government is transforming from an all-round government to a service-oriented government.The government provides public services by purchasing services from social worker organizations.In the context of government purchase of services,professional autonomy of social workers,as service providers,is of great value to social workers.Professional autonomy is the guarantee for social workers to act independently without external intervention in their professional field.One of the most obvious problems in government purchase of services is the loss of professional autonomy of social workers.At present,there are two explanations for the lack of professional autonomy of social workers in the academic circle.The first explanation is that administration inhibits the professional autonomy of social workers,and the other explanation is that the self-subject factor of social workers causes the lack of professional autonomy of social workers.The above two explanations discuss the reasons for the lack of professional autonomy of social workers respectively from the aspects of power structure and subject factors.These two explanations explain the lack of professional autonomy of social workers from a static perspective,ignoring the subjective initiative of social workers.As active subjects,social workers can continuously accumulate experience and reflect on learning through dialogues with the situation in practice to enhance their professional autonomy.The promotion of professional autonomy of social workers is a dynamic process.Social workers improve their awareness of professional autonomy,exercise their ability of professional autonomy and enhance their ability of professional autonomy in one incident after another,thus achieving the promotion of professional autonomy.This study adopts the case study method,adopts the semi-structured interview method and the questionnaire method to collect data.Guided by the concept of "reflection in action",taking the implementation process of F project in Institution J as an example,through finding the problem of social workers’ lack of professional autonomy in the practical process,it frames the problem and believes that social workers’ lack of professional autonomy is mainly affected by external factors.Through the dialogue with the situation,especially the key event of "charity Bazaar",social workers’ reflection was aroused.Through this,social workers reframed the problem,saying that the root cause of the weak professional autonomy of social workers lies in the social workers themselves,and found the right direction for social workers to improve their professional autonomy.By studying the whole process of social workers’ professional autonomy promotion,the relevant conclusions are drawn.First of all,although the lack of professional autonomy of social workers may be affected by external factors,the root cause lies in the social workers themselves,which is mainly caused by their weak professional ability,lack of practical experience and low degree of specialization.Secondly,the concept of "reflection in action" contributes to the improvement of social workers’ professional autonomy and provides a new perspective for social workers to carry out actions as professionals.Finally,social workers,under the constraints of external factors,can still exert their subjective initiative and enhance their professional autonomy through active and flexible ways.Therefore,this paper suggests that it is necessary to enhance social workers’ awareness of professional autonomy,pay attention to strengthening social workers’ professional autonomy and pay attention to cultivating "reflective" social work practitioners. |
