The industrial structure is an important indicator of the level of development of a country and plays an extremely important supportingrole in the process of achieving the strategic goal of coordinated development of the social economic and environment.Since the reforming and opening up,China's industry has achieved rapid development,and the total economic output has raised to the second place in the world.However,the pressure brought by economic development has led to severe challenges to the industrial structure.Under the development trend of high-level international industry and high-tech products,the contribution of traditional elements such as labor and natural resources to the industrial structure has been declining,the importance of technological innovation and human capital has increased significantly,and the improvement of technological innovation and human capital has become a realistic choice for the improvement the industrial structure.In addition,the "Thirteenth Five-Year Plan" period is the key transition period from the expansion of quantity to the improvement of quality for China.At this time,it is proposed to strengthen technological innovation and enhance human capital,which will become the fundamental driving force for the future optimization of industrial structure and the foundation guarantee for the long-term economic growth.Based on the new characteristics of industrial development under the background of economic transformation,this paper uses the theory of innovation,human capital and industrial economics to deeply explore the impact way of innovation and human capital on the optimizing and upgrading of industrial structure.Based on a systematic review of relevant research literature and mechanisms at home and abroad,this paper empirically tests the influencing factors to optimizing and upgrading industrial structure from the national and sub-regional levels.Using the provincial panel data of China from 2005 to 2016,static fixed effect model,panel VAR model and dynamic panel data model with China's national conditions are constructed in turn.In static fixed effect model,innovation investment,human capital and foreign direct investment all have a significant positive effect on the industrial structure,and international trade has shown a hindrance to the industrial structure.The panel VAR model examines the impact of the lag period of innovation,human capital,and industrial structure indicators.The results show that the impact of the first phase of the industrial structure itself and innovation on the level of industrial structure show significant.The results of dynamic panel data model estimation show that the impact of industrial structure level on the latter stage is significant at the 1%significance level,indicating that China's industrial structure advancedprocess has shown dynamic positive continuity characteristics.Innovation also has a dynamic impact mechanism on industrial structure upgrading,but shows regional differences.This paper does not prove whether human capital has a dynamic adjustment mechanism to the industrial structure,and further analysis is needed.This paper not only reveals the relationship among innovation,human capital and industrial structure upgrading,but also further analyzes the impact mechanism and the difference of the industrial structure of the eastern,central and western regions of China,enrich the series of studies on industrial structure upgrading.At the same time,it has enlightening the China's innovation direction,talent cultivation and industrial structure reform during the economic transition period.
