Compulsory education is the most safeguarded state in the country.It is an education that all children between the ages of six and 12 should receive.It is also a public welfare and suitable education for the general public.When the Third Plenary Session of the Eleventh Central Committee of the Party(1978)was held,China's road to universal compulsory education began.The state used many methods to protect the development of compulsory education,and finally adopted the law,in the law.Compulsory education began to develop slowly.After the enactment of the Compulsory Education Law(1986),compulsory education in China was formally determined by the form of law,and the law stipulated that the academic system was nine years.With the continuous development of economy and education,by 2000,the plan to eliminate illiteracy and basic universal compulsory education for young and middle-aged people has been basically completed.Compulsory education has begun to enter a new stage.The country has also begun to gradually change its efforts.The development of compulsory education focuses on the transition from a basic balance of education to a balanced quality of education.The "Opinions on Coordinating and Promoting the Reform and Development of Urban and Rural Compulsory Education in the County Area"(2016)also shows the status of education.The integration and development is a higher level of quality and sublimation is also a higher level of education development.Since the development level of each region is different,compulsory education has developed a lot of small flaws at the same time.For example,China's compulsory education as a whole shows that the central region is slow to develop,and there is a problem of central collapse;education between cities and towns The specific connotations vary greatly;many teachers in rural areas have not produced a significant difference in urban and rural development.This also creates an external reason for the inadequate development of compulsory education.Therefore,in order to improve the status quo of the imbalance,the author puts forward some ideas and ideas.From the perspective of the community,the "study ball effect","wooden barrel principle" and "geese group effect" are similar to the government,schools and teachers.With the "learning ball effect" to promote the establishment of a government-centered community,the "wooden barrel principle" promotes the establishment of a school-centered cooperative community,and the "geese group effect" to promote the establishment of a teacher-centered exchange and mutual assistance community.
