Current Situation And Policy Suggestions On Top-Ranking Discipline Layout In Liaoning

"Double-class" construction is the future direction of China's higher education reform and development."First-class discipline" is an important part of the "doubleclass" construction,and it is also the performance of high-level disciplines at this stage.The current "first-class discipline" layout has become a hot spot in the provinces.The first-class discipline layout in Liaoning Province is built under the guidance of national policies,combined with the new round of revitalization of Liaoning's old industrial base,to meet the needs of knowledge innovation and regional economic development.However,at present,the status quo of the first-class disciplines in Liaoning Province still lacks basic disciplines,and the layout of liberal arts disciplines is uneven,which cannot effectively promote knowledge innovation;the limited service development of Liaoning's “Five Regional Development Strategies” and Liaoning “One Belt and Five Bases”.Based on the status quo of the first-class disciplines in Liaoning Province,this study proposes the policy recommendations for the first-class discipline layout in Liaoning Province on the premise of meeting the needs of knowledge innovation and regional economic development.The research mainly uses literature methods,comparative methods,policy analysis methods,SWOT analysis methods and other research methods.First of all,clarify the problem,through literature collection,the literature review of the discipline and its construction connotation,first-class discipline and first-class discipline layout.The second is to clarify the core concepts of disciplines,first-class disciplines,and disciplines,and to identify factors that influence the layout of disciplines.Once again rooted in the status quo of the first-class disciplines in Liaoning Province,starting from the process of first-class discipline development and layout,combined with the number of first-class disciplines,the region,the layout of the category,and the two major plans for Liaoning's new round of development,the status quo of the first-class disciplines is elaborated.Using SWOT analysis method,analyze the advantages,disadvantages,existing opportunities and challenges of the first-class discipline layout in Liaoning Province.Finally,combined with the needs of knowledge innovation and regional economic development,it provides policy recommendations for the firstclass discipline layout in Liaoning Province.The main conclusions of this study are: establish a first-class discipline layout to serve the concept of Liaoning revitalization,and further clarify the principle of firstclass discipline layout.The long-term goal of first-class discipline construction should be positioned to strike the top-level layout of top-notch and enter the ranks of national and even world-class disciplines.At the same time,we must also change the existing development model of colleges and universities.First-class disciplines should be combined with the development of regional characteristics to implement misplaced layout.Improve the role of basic disciplines in the layout of first-class disciplines,and promote the integration of liberal arts and sciences.Promote the first-class discipline layout and adhere to the new round of comprehensive revitalization of Liaoning,based on Liaoning's “Five Regional Development Strategies” and Liaoning “One Belt and Five Bases”.Give full play to the existing advantages of Liaoning's old industrial bases and coastal economic belts,explore the distribution of first-class disciplines in the Shenyang Economic Zone and the Liaoning Coastal Economic Belt,promote the construction of the pilot demonstration zone in the Shenfu New District,and increase the first-class disciplines in the northwestern Liaoning and county economies.The intensity of layout;focus on supporting the construction of equipment manufacturing and raw material bases,strengthening the construction of agricultural and innovative R&D bases,and promoting the layout of first-class disciplines in line with the needs of Liaoning's regional economic and social development.
