The Ministry of Education of the People's Republic of China promulgated the Guiding Opinions on Performing the Performance Appraisal of Teachers in Compulsory Education Schools in January 2009,which clearly put forward the basic principles to be followed in implementing the performance appraisal of teachers and the achievements in fulfilling the post responsibilities and tasks stipulated by schools.Since 2013,the Education Bureau of Nanning,Guangxi has set up the office of performance appraisal leading group.It evaluates the performance of the departments and departments of the Nanning Education Bureau,the education bureaus of the counties,districts and development zones,the schools directly affiliated to them,the second-tier organizations and other units and departments.After more than five years of evaluation work,although the evaluation details in the evaluation program are constantly adjusted,but still caused complaints,confusion and confusion in many schools.Based on this,this paper focuses on the performance evaluation of schools directly under the Education Bureau of Nanning.This research is combined with the implementation plan of the performance evaluation of schools directly under the Education Bureau of Nanning.Firstly it illustrates the necessity of implementation and implementation of performance evaluation in schools directly under the Education Bureau of Nanning.Secondly,from the various aspects of the performance evaluation of schools directly under the Education Bureau of Nanning City,to investigate whether the process of performance appraisal in schools directly under Nanning Education Bureau follows the link of performance management,and to investigate and analyze the current situation and existing problems of performance appraisal in schools directly under Nanning Education Bureau.It is found that there are some problems in the performance appraisal work of Nanning Education Bureau,such as inadequate basic work,formality,emphasis on the results,not looking at the process,imperfect supporting policy,inaccurate evaluation position,and incomplete publicity of the evaluation results.It was found that the schools directly attached importance to the evaluation work was not high enough,lack of research and burnout.lt is found that the performance appraisal index is too complicated,the subject of public appraisal project is not comprehensive,the standard is not scientific,the threshold of merit plus points is too high,there are unfair problems,and the reasons for the existing problems are analyzed.Finally,in view of the present situation of performance appraisal in schools directly under the Nanning Education Bureau,the paper reorganizes the thinking of the performance appraisal work.From the basic ideas of improvement,evaluation objectives,evaluation principles,evaluation indicators,evaluation methods,the use of evaluation results,related policy support and other aspects of the improvement program design ideas,and designed the Nanning Education Bureau directly under the school performance evaluation reform program.In order to help Nanning Education Bureau to better complete the performance appraisal work,promote the balanced development of education in the capital,improve the level of running schools directly under the Nanning Education Bureau.
