Research On The Current Problems And Meas-Ures Of The Preschool Education

In recent years,bad news in the field of preschool education such as "difficulty to enter the park",“expensive to enter the park" and "child abuse incident" has been frequently exposed.It has been caused the central government's attention and pushed the central government to issue important documents such as the Outline of the National Medium-and Long-Term Education Reform and Development Plan and Several Opinions on Current Development of Preschool Education after the year 2010.Since then,local governments have made some progress in the construction of preschool education,but at the same time there are still many dilemma that need to be further improved.On the case of Wujin District of Changzhou City,this paper firstly aims to analyze the current problems in the development of preschool education and the performance of the local government on it.Secondly,this paper found that the preschool education are facing many dilemmas now,for example,government all levels don't will to undertake the responsibility of developing the preschool education because the accountability is not so clear and paid little attention on it.Thus local government also don't will to invest enough fiscal funds in the preschool education.Thirdly,this paper found that those institutional dilemmas are mainly caused by the following factors:The lack of specialized legislation at the national level,the GDP-based performance appraisal system and the lack of money in township government etc.Finally,this paper proposed four ways to improve the problems,for example,to improve legislation and clarify the government's role in preschool education,to construct a dynamic mechanism for the government to fulfill its preschool education responsibilities,to establish a reasonable cost-bearing mechanism for preschool education and to improve the supervision and management mechanism of preschool education.
