As the outstanding talents in the field,High-level professional and technical personnel are the dynamic source of regional innovation and development.However,because of the special natural and social environment factors in Xinjiang,many high-level professional and technical personnel continue to drain,those who have a higher academic qualifications,have a higher professional titles,master the core business of the technical backbone,experts and academic leaders to leave Xinjiang to the mainland to seek a broader cause of the phenomenon is very common,which Lead Xinjiang to face the bottleneck of talent,affect the pace of construction in Xinjiang.In order to further understand profile for the Xinjiang high-level professional and technical personnel,this paper builds the theory model of turnover intention high-level professional and technical personnel in Xinjiang,and obtaine 189 samples data in Urumqi,Changji and Aksu,carries on the empirical research.The results showed that spouse employment situation,children's schooling situation in personal factors has no significant effect on the turnover intention of Xinjiang high-level professional and technical personnel,and the number of relatives and friends in the region in personal factors have a significantly negative impact on turnover intention,the level of organizational importance for personnel,the organizational interpersonal atmosphere,personal career developing prospect in organizational factors have a significantly negative impact on turnover intention.Team construction status and salary level of Xinjiang high-level professional and technical personnel no significant impact.Regional factors such as the level of governmental importance for personnel,regional environment,regional identity have a significant negative impact on Xinjiang high-level professional and technical personnel turnover intention.Based on the above research conclusion,unit organization and government can reduce the turnover of high-level professional and technical personnel in Xinjiang from the following aspects.In the aspects of unit organization,unit organization needs to improve the incentive measures to enhance the organization's talent to focus,strengthen the organizational culture,and create a harmonious atmosphere of the people;strengthen organizational support,provide a good career prospects.In the aspects of the government,the government needs to implement job in the introduction of talent,pay attention to local personnel training,create a safe and peaceful working and living environment;strengthen the regional identity,optimize management mechanism.
