The 19 th National Congress of the Communist Party of China put forward: "To implement the new development concept and build a modern economic system,it is necessary to strengthen the application of basic research,deepen the reform of the science and technology system,and establish a technological innovation system that takes enterprises as the mainstay,market-oriented,and deep integration of production,education and research to promote science and technology.Transformation of results." The university integrates the three functions of talent cultivation,scientific research and service society,and is one of the important subjects of scientific and technological achievements.Under the background of the drive for innovation-driven innovation in the construction of innovative countries,the transformation of scientific and technological achievements in universities has been highly valued by the Party Central Committee,governments at all levels,and scholars.The Party Central Committee and governments at all levels have issued a series of policies to strengthen the policy guidance for the transformation of scientific and technological achievements in universities,and scholars have also studied the ability to improve the transformation of scientific and technological achievements in universities.Although the output of scientific research results in China's universities is quite abundant,there are still many problems in the scientific and technological achievements of universities,such as low conversion efficiency,and the ability to transform scientific and technological achievements needs to be improved.Judging from the current research on the transformation of scientific and technological achievements in colleges and universities,most colleges and universities are the research objects,and few scholars conduct detailed research based on the characteristics of the research objects.Therefore,the current research on this field has a lack of specific research objects and lacks practical problems for in-depth discussion in a certain field.Compared with liberal arts colleges,science and engineering colleges have strong ability to produce scientific and technological achievements and occupy a dominant position in the output system of scientific and technological achievements in colleges and universities.Improving the ability of regional universities to transform scientific and technological achievements is of strategic importance for promoting regional science and technology resource sharing,optimizing regional resource allocation,and enhancing regional science and technology innovation capabilities and application capabilities.Therefore,this paper selects the science and engineering colleges with outstanding representativeness as the research object,and reflects the transformation ability of scientific and technological achievements of regional universities in the transformation of scientific and technological achievements of universities of science and engineering.By reading the relevant literature on scientific and technological achievements,this paper sorts out the concepts and theories related to the transformation of scientific and technological achievements in colleges and universities,understands the research status of the field at home and abroad,and determines the research route of this paper.On this basis,the paper analyzes the factors and the external environment of the transformation of scientific and technological achievements in colleges and universities,and puts forward the factor supply mechanism,the interest target driving mechanism and the transformation mechanism of the transformation of scientific and technological achievements in regional universities,and constructs the transformation system accordingly.The model is based on the operational mechanism and transformation system model of regional scientific and technological achievements transformation,and constructs the evaluation index system of regional colleges' scientific and technological achievements transformation ability from the three aspects of regional university scientific and technological achievements transformation regional environment,its own strength and transformation effect,and collects the calendar year.The data was empirically measured.Finally,on the basis of the empirical calculation results,the time change,spatial connection and category characteristics of the transformation ability of scientific and technological achievements in regional universities in China are explored,and some conclusions and inspirations are obtained.
