While the new urbanization and Rural Revitalization Strategy promote economic growth, they are also trying to solve the problem of unbalanced regional development. The impact of skilled talents on economic growth in underdeveloped areas has been widely studied and confirmed.Vocational education,as the most closely related type of education with regional economy, can promote industrial upgrading and transformation, improve the competitiveness of enterprises, and improve employment rate.School-enterprise cooperation is the basic mode of Vocational education, the key to running vocational education, and an important way to meet the needs of innovative and practical talents for the development of emerging industries in underdeveloped areas. In the mode of school-enterprise cooperation in Vocational education, the macro level is the cooperation between education and industry;the meso level is the cooperation between schools and enterprises;and the micro level is the cooperation between teaching activities and production activities. This study mainly studies the cooperation between secondary vocational schools and enterprises from the meso-level.By using the methods of literature, investigation and case study,Zhanjiang City was selected as a case study object.Semi-structured interviews were conducted among teachers and employees of secondary vocational schools and enterprise staff, and secondary vocational teachers and staff were surveyed by questionnaire. The literature collected includes the policy texts of school-enterprise cooperation in Vocational education, the urbanization rate of Zhanjiang City and the development status of secondary vocational education.Through the comprehensive analysis of research data, this paper makes an empirical study on the subject, content and form of school-enterprise cooperation mode of secondary vocational education in economically underdeveloped areas. It is found that the school-enterprise cooperation mode of secondary vocational education includes schools, enterprises, students, government and industry associations.Schools are deterministic stakeholders, while enterprises, students, trade associations and governments are expected stakeholders.Secondly, there are differences in demand between schools and enterprises for the content of school-enterprise cooperation in secondary vocational education. The stability of school-enterprise cooperation mode is poor, and there are differences in the choice of school content among teachers and staff. Finally, the form ofrunning a school, the depth of cooperation and the specialty of cooperation are interrelated.School-enterprise cooperation should be centered on the establishment of specialties, the form of running schools and the depth of cooperation at both ends, and the form of running schools guaranteed by national policies and regulations. To sum up,the main body, content and form of running a school together constitute the medium-level analysis framework of the school-enterprise cooperation mode in secondary vocational education. The main body of running a school is the root, the content of running a school is the basis, and the form of running a school is the key.At present, there are some problems in the school-enterprise cooperation mode of secondary vocational education in underdeveloped areas, such as unclear orientation of school-running subject, inconsistent content and unclear form of school-running,which together cause the shallow cooperation between schools and enterprises. In order to deepen the school-enterprise cooperation mode of secondary vocational education in underdeveloped areas, this paper puts forward a "five-in-one" countermeasure model based on the functions, utility and position of different subjects.
