Research On Comprehensive Evaluation Of Digital Economy In Zhejiang Province

With the construction of the Internet,the digital economy has become an important economic model of global concern.Governments all over the world have taken the development of the digital economy as an important measure to improve the economic structure and enhance the international competitiveness.The digital economy of our country has great development potential,among which Zhejiang Province,as the first place of reform and opening up,is the epitome of the development of digital economy of our country.The correct measurement of the development level of the digital economy in Zhejiang Province is conducive to a deep understanding of the development level of the digital economy in Zhejiang Province and the problems existing in the development,and provides a theoretical basis for the decision making of the development of the digital economy in Zhejiang Province.At present,there is no clear definition of the connotation of digital economy at home and abroad,so this paper firstly combs the emergence,development and existing research results of the concept of digital economy.This paper interprets the digital economy as a new social,political and economic system in which information and business activities are digitized according to the commonness of existing achievements.The digital economy is also understood as an economic activity in which consumers,businesses and governments trade and digitalize through the Internet,relying on digital technology for the production,purchase,sale and distribution of goods and services.On this basis,from the perspective of the development of digital economy,this paper analyzes the digital economy itself and its development characteristics,and summarizes the research on the evaluation of the development of the digital economy at home and abroad and the development strategies of the digital economy in various countries.It is found that the digital infrastructure is the basic condition for the development of the digital economy,the digitalization of the information and communication technology industry is an important support for the development of the digital economy,and the digital integration of the digital technology and the traditional industry is applied.It is an ideal state for the development of digital economy to make production and marketing highly compatible.Therefore,this paper constructs the evaluation index system of Zhejiang digital economy development from five aspects:digital infrastructure,digital core industry development,personal digital consumption,enterprise digital application and government application.The combined weights are obtained by combining Delphi method and entropy weight method,and the total index and classification index of comprehensive evaluation of all cities and counties(districts)in Zhejiang Province are calculated.Through the analysis of the development of cities and counties(districts)in the province,it is found that the development of digital economy in the province is not balanced,the development of digital economy in all cities is different,and the application depth of information technology in industrial enterprises is not high.The basic R&D investment of digital technology is insufficient and the level of digital economy development is not very high in 2/3 counties(districts)of the province.In view of these problems,this paper points out that Zhejiang Province needs to give play to the leading role of the government,solve the imbalance of regional development,guide all industries to increase the investment of digital technology,and strengthen the statistical monitoring of the digital economy.
