Vocational education "services as the purpose,employment-oriented",innovation and entrepreneurship education is its due content.As an important part of the vocational education system,higher vocational colleges should constantly improve the quality of innovation and entrepreneurship education,and do a good job in innovation and entrepreneurship education.To achieve this goal,we must accelerate the construction of the corresponding innovation and entrepreneurship education evaluation system and evaluation model,and expedite the promotion and application,so as to timely discover the problems existing in innovation and entrepreneurship education,and take effective measures to solve it,"to set up a higher vocational education that the people are satisfied with ".Based on the research and practice results at home and abroad,the study analyzes the quality appeals of the government,enterprises,colleges and students to the innovation and entrepreneurship education in higher vocational colleges.The system summarizes the research results of the innovation and entrepreneurship education evaluation,and establishes the "index pool" for the evaluation of innovation and entrepreneurship education in higher vocational colleges.Using the CIPP evaluation theory,the relevant indicators were classified.Using Delphi method,the opinions of 12 innovation and entrepreneurship education experts from 10 colleges and universities in Hebei,Anhui,Hunan and Jilin provinces were collected,and the evaluation index system of innovation and entrepreneurship education in higher vocational colleges was established,and the evaluation criteria of various indicators were put forward.On this basis,the AHP method is used to determine the weight of each index,and the evaluation model of innovation and entrepreneurship education in higher vocational colleges is constructed.In order to test the effectiveness of the evaluation index,evaluation criteria and evaluation model of innovation and entrepreneurship education in higher vocational colleges created by this research,five higher vocational colleges in Hebei Province were selected for practical application.The application results show that thecomprehensive scores of innovation and entrepreneurship in the four higher vocational colleges are 2.535,3.09,3.307 and 2.743,respectively,which are at or near the "general" status;a higher vocational college scored 2.024 points,which are in a "poor" state.The evaluation results show that the five higher vocational colleges have accumulated rich experience in employment education and service measures,innovative education and entrepreneurship training forms,curriculum system and entrepreneurship practice platform,but there are still some misunderstandings of innovation and entrepreneurship;the foundation of innovation and entrepreneurship education is weak;the professional innovation and entrepreneurship teachers are extremely lacking;the entrepreneurial fund support system is still not perfect;the teachers' innovative and entrepreneurial incentive system needs to be improved and so on,so the government education administrative departments and higher vocational colleges need to take corresponding measures to solve them.The evaluation model of innovation and entrepreneurship education in higher vocational colleges can be used by the government education administrative department to evaluate innovative and innovative education practices,and then provide a scientific basis for relevant decision-making.At the same time,it is also used as a "tool" for evaluating innovative entrepreneurship education at all levels of vocational colleges.
