quality education,promote fairness education,and train socialist builders and successors who are fully developed morally,intellectually,physically and aesthetically.To promote the integrated development of urban and rural obligation education,we must pay great attention to rural obligation education and strive to make every child enjoy equitable and quality education.This has brought the balanced development of urban and rural obligations education to the height of development in the new era and brought the balanced development of obligations education to a new stage.It has become a new task of balanced development to actively consolidate the achievements of basic balanced development and realize balanced development of high quality.In this paper,based on this situation,A provincial X county rural primary school sports present situation of education equality as the research object,on A provincial X county rural primary school,physical education teachers,students as investigation object,USES the literature material,questionnaire survey,interview,mathematical statistics research methods such as in-depth investigation and study,the following conclusions,and feasible countermeasures are put forward.The results show that: 1.Compared with the compulsory education basic balanced standardized acceptance,PE teachers in rural primary schools in X county,A province,both quality and quantity have been greatly improved,and the gender ratio and educational structure are more reasonable.This is A process from scratch,which is worthy of affirmation.However,there are still many deficiencies: the age structure of teachers is relatively young,and they lack the experience of physical education teaching in primary schools;Low title structure;Teacher's continuing education specialty is not strong;The workload of teachers is heavy and the salary is low.The proportion of teachers and students is small,and there is a serious shortage of PE teachers.2.A provincial X county rural primary school sports venues and compulsory education fundamental equilibrium standardized acceptance than before in expansion of the field,and the quality of the site has A lot of change,the original land converted into concrete ground,the original no sports equipment now has A certain amount of sports equipment,it is effective in the development of compulsory education equalization.However,there is still a little gap with the actual teaching requirements.For example,the track and field sports field is small and insufficient in quantity,low in quality,low in utilization rate,and the average living area is insufficient.The quantity of sports equipment can basically meet the needs of single class teaching.3.The curriculum setting of rural primary school physical education in X county,A province is completely consistent with the requirements of the new curriculum standards,which is the formal effective result of education basic balanced standardization acceptance.However,the actual number of courses is far from the requirement,and the actual rate of physical education is in urgent need of improvement.There are no textbooks for students or teachers.The university leadership has insufficient understanding of physical education,and the students' understanding of physical education cannot meet the requirements of the new curriculum standards.4.The extracurricular sports activities of rural primary schools in X county,A province,have made great progress compared with that before the compulsory work regulations.For example,the development rate of large recess activities is low,the implementation of extracurricular physical training is poor,the content of training is relatively single,and the student participation rate is not high.In view of the above problems of quality equalization of rural primary schools in X county,A province,the following countermeasures are proposed: 1.local governments should increase the input of physical education teachers in rural primary schools and increase actual teachers through multiple channels.2.The government needs to actively increase and expand high-quality sports venues and add sports equipment in combination with the field situation,so as to achieve one-time government investment and long-term benefit of rural primary schools.3.To change the leadership knowledge,develop teaching materials suitable for the local rural primary school physical education and be effectively promoted.4.The bureau should develop a "county-town-school" third-class sports competition system to form a sports competition culture according to the local actual situation.5.The school should give full play to its subjective initiative based on the actual situation of the school and actively carry out school sports and cultural activities.
