With the deepening of economic globalization,the fruits of social development are increasingly abundant,and the degree of civilization is also increasing.At the same time,people pay more attention to compulsory education,and the equalization of compulsory education is also getting more and more attention.This is because the equalization of compulsory education is not only conducive to improving the quality and level of human resources in the whole society,but also has great significance for the harmonious development of the whole society.The so-called equalization of compulsory education means that all children and adolescents of school age in the administrative region can enjoy the equalization of educational products and services formulated and implemented by the state at the stage of compulsory education.At present,most countries around the world are trying to take compulsory education as the established responsibility of the government,and to incorporate the right to education into the legal rights enjoyed by citizens.Equalization of compulsory education is based on the government as the main body,reasonable allocation of public resources in various regions,to provide students with balanced educational and teaching resources,so that students enjoy the same quality of compulsory education public services.Especially the equalization of compulsory education in primary school is an important indicator of social equity.Vigorously promoting the equalization of compulsory education in primary school is in line with the fundamental needs of the development of socialist society,and is an ideal pursuit that everyone yearns for.Primary school is the most basic stage of compulsory education.Whether the educational resources are equalized in this stage directly decides that school-age children can really enjoy the equal educational opportunities.Since the implementation of the free nine-year compulsory education policy in 2006,China has made great contributions to the sustainable and healthy development of compulsory education.However,due to historical reasons,institutional reasons and the limitations of market system,there has been a certain degree of imbalance in the development of education.For example,there is a great distance between different primary schools in terms of teachers'qualifications,material conditions and enrollment rates.In addition,the problems of small scale,single mode of education,private education and the education of children of migrant workers are still quite prominent.These problems hinder the process of equalization of compulsory education in primary schools,and at the same time aggravate the imbalance of education development,which will inevitably impact and even destroy the principle of equality in education and damage the fundamental interests of the people.Changzhou always adheres to the basic principles of scientific overall planning and unified planning in the development of education.According to the needs of regional education,it formulates scientific and effective development planning and carries out it step by step.By breaking through the key points one by one,Changzhou achieves overall improvement,consciously fulfills the responsibilities of the government,and constructs a suitable resource allocation system for the effective implementation of the principle of compulsory education.A long-term mechanism has gradually formed.Efforts have been made to improve the conditions of education,improve the ability of allocating educational resources,standardize and legalize educational behavior,explore a successful way for educational reform,and gradually become a unique development model of Changzhou education.Some achievements have been made in promoting and realizing the equalization of compulsory education,but there are still some problems in the equalization of compulsory education at the primary stage.On the basis of reading a large number of documents,this paper will analyze the development of compulsory education equalization in primary schools in Changzhou City in recent years,study its law of development,discuss the achievements and experiences of compulsory education equalization in primary schools in Changzhou City,and make political analysis by combining theoretical analysis with empirical research and applying the theories of sociology and public management.The government formulates and implements the policy mechanism and the urban development situation to carry on the detailed analysis,summarizes the outstanding problems existing in the implementation process,at the same time explores the causes of these problems,and puts forward effective countermeasures for solving these problems,and puts forward suggestions for improving the equalization of compulsory education in primary schools in Changzhou.
