The "double shoulder task" of university cadres refers to the working mode that the administrative cadres of universities assume not only the task of administrative management but also the teaching and scientific research work,which is a common phenomenon in higher education management of China.such a downsizing and interlinked working mode plays an important role in the coordinated development of university management task and the teaching and scientific research task by lowering management cost and enhancing functional connection.The administrative management task and the teaching and scientific research task of university become increasingly heavy along with the continuously expanding scale of university development and the improvement of the degree of specialization of management and the teaching and scientific research,for which the university cadres with "double shoulder task" have increasing pressure so that their working enthusiasm is on a declining curve;however,the corresponding incentive mechanism has not got enough attention,and there are some vulnerable spots and problems waiting to be solved,which will lead to certain negative effect to the entire performance and long-term development of the management work of universities.Therefore,it is necessary to pay more attention to the construction and development issues of the "double shoulder task" cadre team of universities,and take profound analysis on the corresponding incentive mechanism in order to effectively push the fast development of universities and upgrade the school-running level and influence of university.Taking S University as the object of study,the essay makes systematic research and analysis on how to optimize and complete the incentive mechanism for cadres with"double shoulder task",with literature research method,comparative study method,and survey study method.First of all,the author built a theoretical platform for the following empirical analysis and the construction of incentive mechanism framework;secondly,made investment and research on the team condition of the cadres with "double shoulder task" and the current incentive mechanism in S University by means of questionnaire survey and interview,and then analyzed the problems and the causes for these problems existing in the mechanism;finally,explored the constructive principle and framework of the incentive mechanism for cadres with "double shoulder task" based on the comprehensive incentive theory,and then put forward countermeasure and suggestion for optimizing the mechanism.Below are the brief introductions to the contents of each chapter of the essay:Chapter one:introduction.The first part introduced the research background and significance of the essay;the second part is the literature review of the essay regarding the research status at home and abroad,which concentrated on introducing the research achievements of domestic and overseas scholars and experts on the incentives for cadres with "double shoulder task".Chapter two:the related concepts and theoretical basis of the essay.The key concepts referred in the essay were expounded and explained in this chapter,including the concept of cadres with "double shoulder task",the related theoretical knowledge of incentives and incentive mechanism.Chapter three:analysis on the current condition of the incentive mechanism of cadres with "double shoulder task" in S University.This chapter is mainly focusing on investigating and analyzing the current condition of the incentive mechanism of cadres with "double shoulder tas" in S University.During the process,the author concluded the problems existing in the current mechanism of S University,such as lack of demand difference analysis,unreasonable salary distribution,unscientific performance appraisal system,imperfect exit guarantee mechanism and inadequate spiritual incentive,etc.,and then analyzed the causes of these problems.Chapter four:analysis on the countermeasure for completing the incentive mechanism for cadres with "double shoulder task" in S University.In this chapter,the author concluded the major principles for constructing the incentive mechanism for cadres with "double shoulder task",and put forward the concrete countermeasures for optimizing the incentive mechanism,including optimizing the cadre management mechanism,establishing cadre training,promotion,and post rotation exchange system,improving the performance appraisal and salary reward system,strengthening spiritual incentive,and taking corresponding supporting measures,etc.Chapter five:conclusion.As the conclusion part,this chapter is basically focusing on concluding and summarizing the viewpoints of the essay,as well as discussing the significance of the research on the cadre incentive mechanism of universities for the development of universities.
